- Description
- NASA/LaRC plans to issue a Request for Quotation (RFQ) for Satellite Data from McIDAS (Man-Computer Interactive Data Analysis System). This procurement is being conducted under the Simplified Acquisition Procedures (SAP) under FAR 13.5 Test Program for Certain Commercial Items. NASA/LaRC intends to purchase the items from the Users Group at the Space Science and Engineering Center (SSEC) of the University of Wisconsin who is the only responsible source and no other supplies or services will satisfy Agency requirement. SSEC is the only provider of the McIDAS software system in the world. Their datasets have a unique format that is easily read and totally compatible with McIDAS software. They have the largest holdings of meteorological satellite data in the world. Their archives have available in near real time, data from GOES, Meteosat, DMSP, NOAA, Terra, and GMS satellites as well as world-wide meteorological observations and computer model predictions and analyses. They are the only organization that ingests and stores full temporal and spatial resolution data from all of the satellite instruments of interest and that produces meteorological datasets compatible with the McIDAS system. NASA LaRC uses this data for ongoing research of clouds and radiation. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 27, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
