- This is a Notice of Intent to award a sole source procurement to York International for maintenance and inspection service of four chiller machines. This procurement will be done as a Commercial Item. This notice of intent is NOT a request for quotes. No solicitation will be issued. The work will mainly consist of the following: Work will be done during normal hours 7:30am to 5PM and work will performed using factory trained York personnel who are specialists in HVAC, refrigeration, and electronic systems maintenance and service. The technicians are certified as Type I, II, III as required by 40CFR part 82 Subpart F of the EPA regulations. Contractor to provide all tools and personnel needed to perform work as required below. We will provide all power, water. Provide a detailed report of each inspection for each machine will be provided to the customer (David Gray) Operations Supervisor. This report will include where appropriate, equipment log readings, equipment conditions, refrigerant emissions, recommended repairs, and recommendations for reduced energy consumption. This contract will consist of 4 visits on a quarterly basis to include and annual oil change and all filters including oil and refrigerant filters on all 4 chillers. Oil to be changed before each cooling season to be started along filters. Vendor will notify customer of recommended repairs and cost of same as the repairs and parts is not part of this contract. This contract is recommended for service and inspection of said machines for best operation of the equipment. Billing can be done on a quarterly basis per visit after work has been performed. Work for High-pressure machines to be conducted quarterly: FOR THE COOLING SEASON A. Cooling season start-up #1,2,4 1. Checking refrigerant and oil levels 2. Checking oil sump, oil heaters and temperatures 3. Checking and testing all operating and safety controls 4. Checking the starter operation 5. Starting the chilled water pump 6. Starting the condenser water pump and cooling tower 7. Starting the chiller and calibrating controls 8. Leak checking the unit and identifying leaks sources for repairs 9. Logging operating conditions after system and unit stabilized 10. Reviewing-operating procedures and owner's log with operators 11. Checking auxiliary equipment operation B. Operating Season Inspection 1. Inspecting chiller and adjusting safety controls 2. Checking operation of controls 3. Checking oil and refrigerant levels 4. Checking operation of lube system 5. Checking the oil return system 6. Checking operation of motor and starter 7. Recording operating conditions 8. Checking log and reviewing chiller and system operation with operator and operation Supervisor. 9. Conducting routine maintenance as recommended and required 10. Logging and reporting repairs and parts that are required to Operation Supervisor C. The Annual Equipment Shutdown Inspection and PM 1 Checking the compressor-motor assembly for the following items and performing PM tasks as indicate: a. Recording voltages 2 Checking the compressor oil system for the following items: a. Conducting analysis on oil at an independent laboratory b. Checking heating and thermostat c. Checking all other oil system components including cooler, strainer and solenoid valve where applicable 3 Review the control panel for the following items: a. Running diagnostic check OF Micro Control Panel b. Checking all terminals and tightening connections c. Checking safety shutdown operation d. Checking display data accuracy and set points. 4 Checking the condenser for the following items: a. Checking the water flow b. Checking flow switch operation 5 Checking the Cooler for the following items: a. Checking the water flow b. Checking flow switch operation c. Checking refrigerant level 6 Checking the system for the following items: a. Conducting a leak check and identifying leak sources for repairs b. Recording condition of sight glasses c. Checking the refrigerant cycle to verify the proper operating balance d. Checking condenser water and chilled water heat transfer 7 General items included: a. Repairing insulation removed for inspection and maintenance procedures b. Cleaning equipment and surrounding area upon completion of work c. Consulting with operator and Operation Supervisor d. Reporting deficiencies and repairs required. A. Cooling Season Start-up Preparation and Inspection (Chiller #3) 1. Pressurizing the unit and conducting a leak check 2. Checking refrigerant and oil levels 3. Checking oil sump and purge oil heaters and temperature 4. Checking and testing all operating and safety controls 5. Checking starter operation 6. Starting the chilled water pump 7. Starting the condenser water pump and cooling tower 8. Starting the chiller and calibrating controls 9. Checking purge unit operation 10. Logging operating conditions after system and unit stabilize 11. Reviewing-operating procedures and owner's log with operator 12. Checking auxiliary equipment operation B. Operating Season inspections 1. Inspecting chiller adjusting safety controls 2. Checking purge operation 3. Checking operation of controls 4. Checking oil and refrigerant levels 5. Running diagnostic check for Micro control panel b. Checking safety shutdown operation c. Checking all terminals and tightening connections d. Checking display data accuracy and set points 4. Reviewing the purge unit for the following items: a. Inspecting the operation of the unit b. Change oil c. Change filter dryer d. Cleaning purge drum, checking and cleaning float valve; replacing gaskets e. Checking heater operation checking all other components for proper condition and operation; recording pressure control set point 5. Checking the condenser for the following items: a. Checking the water flow b. Checking flow switch operation 6. Checking the cooler for the following items: a. Checking the water flow b. Checking flow switch operation c. Checking refrigerant level 7. Checking the system for the following items: a. Conducting a leak check and identifying leak sources for repairs b. Recording condition of sight glass c. Checking the refrigerant cycle to verify the proper operating balance d. Checking condenser water and chilled water heat transfer 8. General Items included: a. Repairing insulation removed for inspection and maintenance procedures b. Cleaning equipment and surrounding area upon completion of work c. Consulting with the operator and Operation Supervisor d.
