Description
The U.S. Fish and Wildlife Service is soliciting proposals for the construction of a new Marine Center in Homer, Alaska. The project site is located in Homer, Alaska. The Marine Center is a combined headquarters, interpretive education, and visitor center for the U.S. Fish and Wildlife Service and the Kachemak Bay Research and Reserve. The project includes the construction of a multi-level building of approximately 38,000 square feet in size, site grading, parking lots, roadways, utilities, landscaping, interpretive trails and pedestrian walk ways. The contractor will coordinate with owner's contractor who will provide and install interpretive exhibits during the construction. This project will be procured using the Two-Step method. Requests for Proposals will be issued around September 10, 2001, with a proposal due date of October 10, 2001, at 2:00pm. Step One Technical Proposals shall not include prices or pricing information. Offerors should submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted, and the Government may proceed with the second step without requesting further information from any offeror, however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. Notice of unacceptability will be forwarded to the offeror upon competion of the proposal evaluation and final determination of unacceptability. Only one technical proposal may be submitted by each offeror. Offeror's proposals that are found acceptable by the Government based on the initial proposal, or as a result of discussions during Step One, will be considered for award. Those successful offerors will then be asked to submit sealed bids during Step Two. These bids must be based only upon their own technical proposals. The Construction Cost range will be between $5,000,000.00 and $10,000,000.00. Synopsis of Step One Evaluation Criteria: 1. Specialized experience and technical competence. 2. Past Performance. 3. Professional Qualifications for satisfactory performance of required services. 4. Location in the general geographical region of the proposed work and knowledge of the local area. 5. Capacity to accomplish work in time required. 6. Demonstrated success in proposing and incorporating Value Engineering proposals into design and construction of final facility. 20% Bid Guarantee will be required for Step Two and 100% Performance and 100% Payment Bonds will be required after award. There will be a charge in the amount of $75.00 for each set of half sized plans and specifications requested for this project.
