- This is not an RFP. This is a sources sought synopsis. The United States Air Force has a requirement for training at the Air Force Test Pilot School at Edwards, AFB. The contractor shall provide approximately 15 to 20 flight hours per session in a MiG-15 aircraft for the USAF Test Pilot School (TPS) qualitative evaluation program. These flight hours are used to support each USAF TPS class on a recurring basis and will be conducted at Edwards AFB, CA. The contractor shall also provide a safety instructor pilot, qualified crew chief / mechanic if needed, 1-hour of ground school, cockpit familiarization training, and a 2-hour pre-brief before each sortie, and debrief for all designated Air Force Flight Test Center personnel. Contractor shall allow an Air Force inspection team to perform an initial on-site inspection of the aircraft prior to first flight and a reoccurring aircraft inspection every two years thereafter. All Air Force Instructions (AFI?s) and Operating Instructions (OI?s) referred to in this document are available to the contractor/user through electronic media. 2. Session Description: a. Number of Sessions Per Year: 2 (estimated) b. Number of Flight Hours per Session: 15 ? 20 hours (estimated). Flight time is defined as actual airborne time plus 5 minutes rounded to the nearest tenth of an hour. c. Length of Each Session: 5 consecutive days (estimated). d. Dates: The 5 consecutive day session dates and times will be coordinated with the contractor prior to each visit.3. Flying qualities and performance characteristics: Flying qualities and performance characteristics will be evaluated throughout the aircraft envelope. These evaluations will be conducted IAW flight test techniques described in the USAF TPS Performance, Flying Qualities and Systems Phase Planning Guides. The contractor shall provide at least one current qualified, highly experienced safety instructor pilot. The contractor's safety instructor pilot must have must have the following qualifications: -- Letter of Authorization (LOA) from Federal Aviation Administration (FAA) -- Airline Transport Pilot (ATP) or Equivalent Flying Time- Civil Flight Instructor (CFI) preferred -- Current in aircraft as per FARs' Parts 61 and 91- Qualified in the back seat / co-pilot seat. -- Qualified and registered in Central Contract Registry (registry must be current).The contractor shall provide an instructor safety pilot/pilot-in-command with direct access to the flight controls anytime an unqualified individual is in the pilot's seat. This individual's duties will be to provide assistance in normal aircraft procedures, emergency procedures, and aircraft limits observation. The Instructor safety pilot will occupy the rear cockpit during pilot evaluations and the front cockpit during Flight Test Engineer/Navigator (FTE/N) evaluations. The evaluations will include both single and two ship open and closed loop flight test techniques and operational handling tasks and will be conducted IAW USAF TPS Operations Instruction (OI) 51-9 and the USAF TPS Test Management Phase Planning Guide. 5. Training. Require instructor pilot have, at minimum, 500 hours in MiG-15. Fighter weapons and flight test experience also required. Intimate knowledge of aircraft systems, characteristics and demonstrate competence in handling anomalies and emergencies.
