SUBSCRIPTION TO A SCANNER DATABASE INFORMATION RETRIEVAL SYSTEM The Defense Commissary Agency (DeCA) is soliciting for a Subscription to a Sales Movement Data Information Retrieval Database System, solicitation number DECA08-01-R-0023. Background: DeCA is a Department of Defense (DoD) Agency that is responsible for the operation of approximately 300 military commissaries throughout the world. A commissary is the equivalent of a commercial supermarket chains. Patron sales from these stores are processed through the checkout registers. This register sales information, or ?sales movement data,? is essential to DeCA in that it allows our personnel to perform analysis on such things as products being sold, quantities, sizes, etc. This analysis is then utilized to support decisions on the products to be offered. =20 DeCA has previously determined that the efforts of these analysts can be greatly enhanced by the use of an automated database containing comparative historical data. This database must provide access to not only DeCA sales movement data, but also comparable scanner data from supermarkets within the same geographical areas as DeCA stores. The database must include sales movement data for all scanned products sold by DeCA Commissaries worldwide, comparable, statistically significant sales data from a majority of supermarket chains throughout the United States, and sales movement data from supermarkets within the same geographical areas as commissaries for the current month and previous 12 months. =20 IMPORTANT: DeCA front-end scanner data is not readily available to the general public. As mandated by statute (10 U.S.C. 2487b), DeCA makes this data available to interested firms for an annual subscription fee (currently $700,000 per year). Execution of the requisite subscription agreement application and advance payment of $700,000 per year of data requested will entitle the subscriber to all available DeCA front-end scanner data for the years purchased (after January 3, 1999). Respondents to this notice MUST be able to purchase not only DeCA front-end data but also the comparable commercial grocery store data for the same 12-month period. Commercial grocery chains offer their front-end data to interested firms on a fee basis. DeCA is not interested in a contractor database that does not include front-end scanner data from both DeCA and comparable commercial sources, to include historical data. It should be noted that acquiring this information is a prerequisite to being considered for possible award of the contract. It is not a guarantee of an award. PROJECT DESCRIPTION: Preferred data retrieval method will be accomplished by access to the contractor?s database system through the World Wide Web. The proposed hardware/ software solution must include a user-friendly application that will allow for significant data manipulation and report building capabilities, to include ad-hoc reporting, by DeCA personnel. Access to the web-based application must be compatible with the current DeCA network, shall not conflict with existing programs or capabilities, and shall not impede current operations. Data should also support integrated output into other DeCA systems. If using Oracle, provide data retrieval through an Oracle View of the contractor?s database. If web-based application does not allow for the ability to produce ad-hoc reports, an alternative method for access to database may be proposed that includes the same characteristics as outlined above. As a minimum, either method of access should enable the operator to generate reports, to include ad-hoc reports, based on any number of parameters, to include, but not limited to: (1) Geographic Areas (DeCA regions, areas within regions, stores, and commercially defined markets); (2) Products (departments, categories, sub-categories and/or segments, brands, manufacturers, and a full range of product attributes such as UPC, selling unit size, selling unit type (can, bottle, etc.), selling unit flavor, and other well-defined product characteristics; (3) Measures and Derivative Calculations (dollar sales, unit sales, volume sales, ACV %, average pricing (promotional, non-promotional), lift percentages, sales per point of distribution, etc); and (4) Time Periods (weekly, monthly, quarterly, etc.). =20 In addition to data retrieval through the web, contractor shall provide data on CD-ROM. Format for data shall be consistent with contractor?s standard database structure, formatted in tables, and saved in format that is easily readable by commercial PC database programs (such as, Microsoft Access, dBase, Paradox, ASCII flat file). A data dictionary consisting of file layouts and field descriptions shall accompany tables. No user interface is required for this form of data delivery. The North American Industry Classification System (NAICS) Code is 514199 and the Business Size Standard is $5 Million. The solicitation will be issued on or about September 5, 2001 with an anticipated closing date of October 5, 2001.
