- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. (ii) Solicitation F44600-01-T-0026 is issued as a Request for Quotes (RFQ). (iii) This solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 97-27. (iv) This acquisition is set-aside for small business; NAICS Code is 335129 with a size standard of 500 Employees. (v) Applicable contract line item (CLIN): CLIN 0001, Quantity: 1; Unit: Each; (vi) Description of Requirement: Nonpersonal services to furnish all labor, tools, equipment and supervision to replace 276, 1,000-watt metal halide bulbs on 12 each Flightline Ramp Light Poles. Additionally, each fixtures glass lens shall be washed and dried to remove oily residue and dust. There are a total of 276, 1,000-watt metal halide bulbs on the 12 poles. The Government will provide 126 bulbs; the contractor shall provide 150 bulbs. The contractor shall replace each bulb (replace ballasts only as required), wash and dry all glass lenses, and check lights for functionality. Note: each bulb kit includes a ballast. The contractor shall return to the Government all ballasts not used. Each pole has an obstruction light fixture (12 each). Eight of these fixtures must be raised above the poles to allow 360-degree visibility. These pole numbers are 2, 3, and 7-12. Contractor shall coordinate with airfield operations, (757) 764-2508, in order to schedule any work. Clearance must be granted by airfield operations prior to commencing any work. The contractor shall immediately advise the contracting officer if the contractor is unsuccessful in its attempts to coordinate its work schedule. The contractor shall coordinate receipt of Government Furnished Material (GFM) as described in Attachment 3 by calling Mr. Chris Stutt at (757) 764-1158. The contractor will validate the material inventory at time of receipt and note any deficiencies in the materials. The contractor shall forward a copy of the documented and signed inventory, identifying any deficiencies or shortages, to the contracting officer not later than two business days upon receipt of materials. If there are no deficiencies or shortages noted, so state. The contractor shall immediately advise the contracting officer if the contractor is unsuccessful in its attempts to inventory or receive the government material. (vii) Delivery: Performance period will be 30 calendar days from receipt of award. (viii) The provision at FAR 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. (ix) Award based on lowest quote received. (x) Offerors are reminded to include a complete copy of the provision at DFARS 252.212-7000 Offeror Representations and Certifications Commercial Items with its offer.
