Description
The USA Robert Morris Acquisition Center-Natick Contracting Division, Natick, MA, in support of the U.S. Army Soldier and Biological Chemical Command, Soldier Systems Command, intends to conduct negotiations and award a purchase order to FTS/Leesona, 2727 Tucker Street Extension, Burlington, NC 27215 on the basis of other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302. A Firm Fixed Price purchase order is anticipated. The proposed contract action is for two (2) FTS/Leesona Model 968 commercial Fiber Winders for use with the Fiber Project. Minimum requirements for fiber winders are: long fanning angle pedestal mounted; 16 inch traverse; tube holder suitable for tubes with an I.D. of 5.625 inches; flipper type tailing; 1/2 Hp DC TENV motor; electronic solid state RDC+3 with pre-set speed capability control; one set of drive pulleys; one set of wind pulleys; pneumatic disc. type brake and doff; pneumatic tension control; and spring controlled head pressure. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within ten da ys after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely f or the purpose of determining whether to conduct a competitive procurement. The Contractor manufactures a product with the unique combination of size and speed along with pneumatic controls for tension. Additionally, existing fiber winders used in the Fi ber Project are FTS/Leesona, which will allow for interchangeability of parts and reduce down time. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army Robert Morris Acquisition Center, Natick Cont racting Division, ATTN: AMSSB-ACN-S (Scott Tyler), Natick, MA 01760-5011 to be received no later than 4:00 PM 31 AUG 01.
