Description

The USA Robert Morris Acquisition Center-Natick Contracting Division, Natick, MA, in support of the U.S. Army Soldier and Biological Chemical Command, Soldier Systems Command, intends to conduct negotiations and award a purchase order to FTS/Leesona, 2727 Tucker Street Extension, Burlington, NC 27215 on the basis of other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302. A Firm Fixed Price purchase order is anticipated. The proposed contract action is for two (2) FTS/Leesona Model 968 commercial Fiber Winders for use with the Fiber Project. Minimum requirements for fiber winders are: long fanning angle pedestal mounted; 16 inch traverse; tube holder suitable for tubes with an I.D. of 5.625 inches; flipper type tailing; 1/2 Hp DC TENV motor; electronic solid state RDC+3 with pre-set speed capability control; one set of drive pulleys; one set of wind pulleys; pneumatic disc. type brake and doff; pneumatic tension control; and spring controlled head pressure. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within ten da ys after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely f or the purpose of determining whether to conduct a competitive procurement. The Contractor manufactures a product with the unique combination of size and speed along with pneumatic controls for tension. Additionally, existing fiber winders used in the Fi ber Project are FTS/Leesona, which will allow for interchangeability of parts and reduce down time.
