Description
This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulation. The National Park Service intends to issue a Request for Proposal for Stabilization of Fort Jefferson. Location: Dry Tortogas National Park, Homestead, Florida. Background: Fort Jefferson was constructed in the mid 1800's. Because of its historical significance, it is to be preserved in accordance with the National Park Service Act, 1916, which states, in part"...which purpose is to conserve...historic obejects...in such manner and by such means as will leave them unimpaired for the enjoyment of future generations." The contractor shall furnish all materials, labor, tools, parts, equipment, supervision and all other incidentals as necessary for the Stabilization of Fort Jefferson.(ONE EXCEPTION, THE NATIONAL PARK SERVICE WILL PROVIDE APPROXIMATELY 65,000 ROSE BLEND BRICK AND 15,000 FILLER BRICK AND THEY ARE LOCATED ON SITE AT FORT JEFFERSON. THE NATIONAL PARK SERVICE SUPPLIED BRICK IS APPROXIMATELY 25% OF THE BRICK NEEDED TO COMPLETE THE PROJECT.) The work consists of setting up appropriate temporary on-site living quartes, scaffolding/shoring, demolition/salvage of deteriorated masonry at lower level embrasures, removal of deteriorated lower level embrasure ironwork, rebuilding lower level embrasures and associated masonry walls, repointing selective areas of exterior masonry walls and removal of all contractor generated debris/waste off island outside park boundaries to an approved landfill. An National Park Service produced instructional videotape will be a part of the construction documents and will provide the contractor valuable information for understanding the lower level embrasure repair procedures. PRECAUTIONS: The contractor shall take special care to protect areas and features of the structure, grounds and surrounding water/marine environment that are not to be distributed from the work in progress. Should damge occur, it shall be repaired into the satisfaction of the National Park Service. Removal, cutting, alteration or any physical change of any historic fabric shall be done under the direction of the National Park Service. Original materials specifically required to be retained or reused shall be photographicially recorded in place, removed, marked to record location and placement, and carefully stored until they can be reincoporated into the structure or turned over to the National Park Service as directed. The Request for Proposal will consist of BASE BID and ONE ADDITIVE. BASE BID consists of:(1)Mobilization/Demobilization and Temporary Facilities; (2)Shoring/Scaffolding; (3)Selective Demolition; and (4) Repair Brick Lower Level embrasures. ADDITIVE #1 consists of: Repoint Exterior Brick Walls. AWARD IN THE BEST INTERST OF THE GOVERNMENT MAY BE MADE ON THE BASE BID AND ADDITIVE BID FOR WHICH FUNDS ARE AVAILABLE AT THE TIME OF AWARD, PROVIDED THAT AWARD ON SUCH COMBINATION OF BIDS ITEMS DOES NOT EXCEED THE AMOUNT OFFERED BY ANY OTHER CONFORMING RESPONSIBLE BIDDER FOR THE SAME COMBINATION OF BID ITEMS. The North American Industry Classification System (NAICS)Code is: 23541. The size standard is: $11.5 million. THE PRICE RANGE IS: $1,000,000.00 -- $5,000,000.00. The period of completion is 360 calendar days. There will be a pre-bid meeting scheduled for all interested bidders.(The date and time will be provided with the proposal package).
