Description
This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. GDQ011034 is issued as Request for Quotation (RFQ) and will be awarded as a purchase order using simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This solicitation is set-aside for small business. The Standard Industrial Classification (SIC) is 7353 -- Heavy Construction Equipment Rental Leasing; and the North American Industry Classification (NAICS) is 532412 -- Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing. The Small Business Size Standard is $5,000,000. All responsible sources may submit a quote which will be considered. This will be a firm-fixed price contract for the Bureau of Land Management (BLM), Farmington Field Office which has a requirement for a DOZER WITH OPERATOR RENTAL. DESCRIPTION OF REQUIREMENTS -- see numbered notes: 1.) D8R with rippers or equivalent, includes contractor furnished operator with transportation, dozer lubrication, service truck with all services; and mobilization/demobilization (transport to and from project sites for dozer). Initial project site is Forest Road #314 for approximately 2 weeks. The remainder rental time (if available) will be used to crush and stockpile sandstone in pits located at second site off Arkansas Loop road and Pump Canyon area. LOCATION: Forest Road #314 is located approximately 60 miles east of Farmington, New Mexico via U.S. Highway #64. The construction project is located 2 miles in on Forest Road #314. Work on the Forest Road #314 project requires a large dozer to perform road construction which would involve some clearing and grubbing, excavation and installation of drainage structures, and heavy excavation and embankment construction. The dozer would need to be equipped with ripper attachments to rip sandstone areas. This material will be mixed with the existing roadway material and utilized as the road (subgrade) material. The sandstone material along with the material in existing single lane roadway would provide the material for an additional lane resulting in the construction of a double lane roadway. Five (5) drainage structures (18"x40' culverts) will need to be installed. The extent of the work is to rough-in approximately 1/2 mile of roadway from a single lane road to a double lane road. There are also two sandstone pits located on the project which will provide the sandstone surfacing. The dozer will be required to rip and crush the sandstone down to a size of approximately 3" minus material and stockpile the material for road surfacing. 2.) Additional work may be required if rental time/funding permits after work on Forest Road #314 has been accomplished. The work will be clearing, grubbing, ripping, crushing, and stockpiling in two sandstone pits in the Arkansas Loop and Pump Canyon vicinities. The dozer will be required to clear, grub, and rip sandstone in these pits and crush the sandstone down to a size of approximately 3" minus material for road surfacing and stockpile material. The location of these pits are approximately 60 miles northwest of the Forest Road #314 project or approximately 25 miles northeast of Farmington, New Mexico. Dozer transportation to these additional work locations will likely be from the Forest Road #314 project as that is the initial location where the dozer will be utilized. 3.) A Bureau of Land Management (BLM) representative will be on site during the project to explain and layout the actual operating parameters for the project work to be performed. 4.) Payment for work hours under this contract will be for actual time while dozer is operating with a maximum of 8 hours per day unless other arrangements are agreed to with no change in the hourly rate of pay for hours worked. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, and FAR Provision 52.212-2, Evaluation-Commercial Items, are applicable to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; clause at FAR 52.212-5 Contact Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; and clause at FAR 52.222-6, Davis-Bacon Act apply to this acquisition. Wage Determination No: 1994-2361, Revision No. 17, State: New Mexico apply to this acquisition. Evaluation of Commercial Items: The Government will award to the responsible offeror based on price and availability of equipment with operator for a desired delivery date of September 26, 2001. Vendors wishing to respond to this RFQ should provide this office with the following: a price quote on company letterhead for Dozer with Operator, (120/hour) $___.__/HR plus extended price as Line Item No. 1; Mobilization/Demobilization, (1/lump sum) $___.__/LS plus extended price as Line Item No. 2; prompt payment terms; correct address; Dun & Bradstreet Number; and shall include a completed copy of the provisions at FAR 52.212-3 Offer Representations and Certifications Commercial Items..
