Description

The National Industries for the Severely Handicapped (NISH) Northwest Region has expressed interest in this procurement action under Commercial Activity (CA) Cost Comparison Study under OMB Circular A-76 for Public Safety Services for Navy Region Northwest. FAR 8.704 establishes NISH/NIB as first priority for Facility Support Service acquisitions. OMB Circular A-76 Supplemental Handbook provides for procurement offices to acquire commercial services from a preferential procurement source and allows for a cost comparison at the agency's discretion. EFA NW intends to exercise this discretion, and NISH will compete as a sole source competitor with the Federal Government's Most Efficient Organization (MEO), being evaluated for technical and price reasonableness according to OMB Circular A-76 procedures.
