- Description
- The contractor shall provide coverage for two of three eight-hour shifts, and all three shifts on weekends and Government holidays. The contractor shall perform the full range of operations of the high temperature hot water (HTHW) generators and chillers, including related equipment, within the central Heat/Chill Plant. The central plant consists of 12,500,000 BTUH and 5,000,000 BTUH HTHW generators and 1,600 ton, 1,000 ton, 800 ton and 500 ton Carrier and York electrically driven centrifugal chillers and all related equipment and systems. The contractor shall perform the full range of operations of steam and hot water boilers, unfired steam generators, water temperature converters, air handling units and house air compressors throughout the Adelphi installation, including related equipment and systems. Each Contractor-manned shift shall consist of two individuals, one that possesses at least a current First Class Engineer's license issued by the State of Maryland or the District of Columbia; or a fourth class engineering certificate issued by the National Institute for the Uniform Licensing of Power Engineers. The second individual working each shift shall posses at least a current Third Class Engineer's license issued by the State of Maryland or the District of Columbia; or a fourth class engineering certificate issued by the National Institute for the Uniform Licensing of Power Engineers. All engineers shall maintain that license through the life of the contract. At no time shall two employees holding Maryland or DC Third Class licenses be on the same shift. One hundred percent of the Contractor's personnel employed under this contract working at the Army Research Laboratory (ARL) shall be required to be United States citizens and have a favorably completed/adjudicated National Agency Check (NAC) investigation. A site inspection of the facility will be conducted after release of the solicitation. The Request for Proposals will be available at w3.arl.army.mil/contracts/kosol.htm. It is estimated that the RFP will be posted at that location on or about 15 September 2001. Competition will be limited to firms certified as 8(a) by the Small Business Administration. A one-year basic contract, with four option years, is anticipated. The anticipated contract type is Firm-Fixed Price. All responsible sources may submit a proposal which will be considered by the agency. No telephonic or facsimile requests will be honored.
