- Description
- The Naval Surface Warfare Center Dahlgren Division plans to procure Specialized Engineering Services to support the Strike and Strategic Systems Department, TOMAHAWK Weapons Control System (WCS), Advanced Tomahawk Weapons Control System (ATWCS), Tactical Tomahawk Weapons Control System (TTWCS), TTWCS-Land Attack Missile Fire Control System-Naval Fires Control System (TLN) and related Land Attack Systems. This support includes system engineering in the areas of strategic planning and analysis for future Land Attack systems and for improved performance and major upgrades to existing systems, assistance in defining program requirements, translating those requirements into strike system concepts and plans, requirements analysis, functional analysis/allocation, and design synthesis at the system level. This procurement will be for a Cost-Plus-Fixed-Fee Contract (term) type for a total performance period of five (5) years, which includes a one (1) year base period and four (4) one year option periods. The procurement is planned to be in place by approximately 4 February 2002, and is estimated to require approximately 17 man-years of support per year. This procurement is a follow-on to contract N00178-96-C-2012, with Southeastern Computer Consultants Incorporated (SCCI) of Fredericksburg, VA. Based on the requirements definition aspects of this effort the resultant contract will include an Organization Conflict of Interest provision. All proposed technical personnel should have specific qualifications related to the TOMAHAWK Cruise Missile Weapons System and Weapons Control Systems with specialized system engineering experience in the following areas: system definition and design, systems and requirements analysis, system support engineering, systems integrated logistics support, and total life-cycle system development. This work will also require all technical personnel to possess a security clearance of, at least, SECRET at the time of contract award and that the contractor's facility have classified storage capabilities through the level of SECRET. Additionally, the contractor must have a facility located within a 1 hour commuting time of Dahlgren, VA. The North American Industry Classification System Code is 541330. Solicitations and amendments will only be available via the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies WILL NOT be provided. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded any and all amendments. It is anticipated that the solicitation will be posted on approximately 7 September 2001 and will close forty-five (45) days after issuance.
