Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov (ii) Solicitation F44600-01-T-0032 is issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures found in FAR Part 13. Written documentation will not be issued for this quote. (iii) The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 97-27. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. (iv) This acquisition will be 100% small business set-aside. The NAICS code is 334310 with a small business size standard of 750 employees. (v) The contractor shall provide all labor, tools, equipment, plant, material, and other items and services necessary to provide and install an audio/visual system in conference room &&& at HQ ACC/DOXC, 205 Dodd Blvd, Langley AFB, VA 23665. (vi) The contractor shall perform the work outlined in the Statement of Work (SOW) in Attachment 1. (vii) The date of delivery and installation will be no later then 38 days after receipt of the order and shall be performed in conference rooms 224 and 232 at HQ ACC/DOXC, 205 Dodd Blvd, Langley AFB, VA 23665; FOB Destination. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control. (viii) The provision oat FAR Part 52.212-1, Instructions to Offerors?Commercial Items (OCT 2000) applies to this acquisition. Addendum to FAR 52.212-1: A site visit will be held August 29, 2001 at 1:30 PM. Contractors shall meet at the 1st Contracting Squadron, 74 Nealy Ave., Langley AFB, VA 23666. Contractors must be registered in the Central Contractor Registration (CCR) to be eligible for award. (ix) Solicitation provision at FAR 52.212-2, Evaluation?Commercial Items (Jan 1999), is hereby incorporated by reference. The government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the government requirement, (ii) price, and (iii) past performance. The Government reserves the right to evaluate technical compliance capability and make a best value decision. This could result in award to other than the lowest priced offer. The area of technical capability is of higher importance when compared to price. The technical evaluation will consist of reviewing and evaluating the ?or equal- literature for compliance with meeting or exceeding requirement specifications. If the offeror fails to provided the descriptive literature, it may be grounds for disqualifying their offer. The technical evaluation will be a review and evaluation of descriptive literature to meet or exceed specifications. Offerors will submit three (3) recent references of similar audio/visual work to allow evaluation of past performance. (x) Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items (OCT 2000), with their offer. (xvii) The contact for information regarding this solicitation is Dayna Coverston at 757-764-4923, or fax 757-764-7447, or e-mail dayna.coverston@langley.af.mil STATEMENT OF WORK HQ ACC CONTINGENCY ACTION TEAM AUDIO-VISUAL UPGRADE Overview Operational requirements have forced the need to upgrade the presentation capability within the Senior Contingency Action Team Conference room and the Contingency Action Team Overflow room. The primary requirement for this upgrade is in support of the Contingency Action Team (CAT). The CAT is responsible for briefing COMACC and ACC Directors of ongoing actions driving the ACC CAT?s operations. This requirement requires a complete overhaul of the present projection capability of the Senior CAT, and complete installation of a new audio-visual system in the CAT Overflow room, to include the initial testing and projection adjustments as required by the user. The contractor shall be responsible for any repairing/patching of the walls or floor affected by the installation and relocation of the audio/visual equipment. The repair/patch work shall match the existing finished d?cor. Installation of this equipment is to be accomplished in Conference rooms 224 and 232, 205 Dodd Blvd., Langley AFB, VA 23665. System Design The new system(s) must be capable of the same turnkey operations and functions as those in the dual presentation system in the CAT to allow ease of transition from one room to the other. Differences between the CAT and the Senior CAT briefing room and the CAT Overflow room should not limit the basic parallel design. Equipment layout is expected to differ only where it is necessary to adapt to the environment of the installation site. Any contractor proposals that may include equipment substitutions must include a submission of technical descriptive literature/data for that which deviates from the specifications below, must be certified to meet or exceed the listed specifications with detailed documentation. Design of this system will include all necessary components, wiring, programming, installations, training, and warranty. =20 As the presentation system in the CAT operates with an AMX IR control system. An AMX system, or equal is expected for this upgrade to provide parallel functionality. Therefore, all components used in this upgrade must be compatible with the AMX system, or equal, as specified in the System Control section of this document. Senior CAT: Remove and replace the existing (2) SONY three gun projectors (Model number VPH-1272Q). Mount projectors on wall mounted shelves for rear projection. Replace existing switchers and equipment as needed, to allow dual projection and the ability to project independently on either screen. Replace existing VCR?s (2) with 1 VCR and 1 DVD player. Install a wireless mouse and keyboard to be shared by two tower computers (provided by this office). To support the dual projection capability, two tower workstations (furnished by this office) will be used as the primary presentation source. These systems (already on hand) consist of MICRON, Millennia PII-450 MHZ, processors with tower chassis, standard 15-in UXGA video, and PS-2 style keyboard and mouse connections. CAT Overflow room: Install ceiling mount for projectors to allow front projection (projectors will be provided by this office, projectors are NEC 1035+). Install two wall mounted projection screens. Install four ceiling speakers and one mike system to allow two way conversations between the CAT Overflow room and the CAT. Provide on VCR and one DVD player. Provide an equipment rack system for switchers, amplifiers, VCR and DVD player. Projection Senior CAT: To satisfy dual projection, this system will include two LCD NEC or compatible projectors, wall mounted for rear projection of two side by side screens. NEC is the preferred brand of projectors base on previous experience with reliability and superior quality. Both projectors will be interfaced via AMX (or compatible) control. CAT Overflow room: To satisfy dual projection, this system will include two NEC 1035 projectors (provided by this office), ceiling mounted fro front projection of two side-by-side screens. Both projectors will be interfaced via AMX control system. System Control Senior CAT: The control of these systems will pivot around the state-of-the-art features of an AMX, or compatible control system. The control system will allow the following: a. Control and selection (via color LCD touch panel) of the available sources computer 1, computer 2, overhead projector 1, overhead projector 2, VCR and DVD. b. Selection of output to the appropriate projector (projector 1, projector 2). c. Control of both projectors. d. control for audio volume. e. Control for slide control (advance/reverse) to allow use by both computers. f. Control of the lighting (ability to turn on/off/dim the canister lights and control the incandescent=20 lights). CAT Overflow room: The control of these systems will pivot around the state-of-the-art features of an AMX, or compatible control system. The control system will allow the following: a. Control and selection (via color LCD touch panel) of the available sources computer 1, computer 2, overhead projector 1, overhead projector 2, VCR and DVD. b. Selection of output to the appropriate projector (projector 1, projector 2) c. Control of both projectors. d. Control for audio volume. e. Control for slide control (advance/reverse) to allow use by both computers. This projection system must be able to project what the CAT has projected on the screens and must be able to project independently of the CAT Audio Primary audio control will be handled by the video switching system interfaced with the AMX controller, or equal. Training Training is expected for members of the ACC CAT within 3 working days of system installation. Training includes written operation of the entire system to include projectors, peripherals, initial troubleshooting, bulb replacement, and owner level maintenance. Warranty One-year, on-site warranty on all materials and labor. Timeline/Schedule All equipment is to be provided, installed, and operational no later than 38 days after award of contract, with training to be completed NLT 1 week after installation. Installation schedules will be coordinated and approved by the user through the contracting representation.
