Description
The National Institute of Standards and Technology (NIST) has a requirement for a 2.5 MHz transmitting antenna system to be located at its radio station WWVH in Kauai, Hawaii. The antenna system will consist of a fiberglass whip type of antenna about 98 feet in length, a manually tuned antenna coupler for matching the antenna to 50-ohm coaxial cable, mounting plate, and erection hardware. The antenna system will operate at 2.5 MHz and radiate 5 kilowatts average power. The antenna will be located very close to the shoreline of the Pacific Ocean and in order to resist the corrosive effects of this harsh marine environment will be constructed of hollow tapered cylinders made of circular and longitudinal layers of fiberglass and thermosetting epoxy resin with copper braids laid parallel in a single-turn of epoxy-fiberglass over copper. The antenna will be designed for service in winds of 100 mph (160 km/h) and survive hurricane force winds of 150 mph (240 km/h). Other specifications are: VSWR: less than 2:1; bandwidth 100 kHz minimum; Polarization: vertical; Dry withstanding voltage: 30 kV minimum; Base insulator: epoxy fiberglass; Joints: bronze ferrule with locking screw; Temperature: -76 degrees F to 140 degrees F (-50 degrees to 65 degrees C); Finish: epoxy antenna materials shall be corrosion resistant; and Weight: 1000 lbs (455kg) Max. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with Valcom, LTD of Ontario, Canada. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
