- Description
- The Bureau of the Census (BOC) intends to negotiate with the National Academy of Public Administration (NAPA). NAPA is uniquely qualified to make an in-depth, comprehensive assessment of the Census Bureau's Field Directorate's managment and operational systems. The study will examine the various organizational componets of the Field Directorate, including headquarters and field offies, concentrating specifically on the Directorate's mission and organization; adequacy of its management sysems, business processes, an management accountability; and organizational operations and performance. It is the Government's belief that only NAPA can provide the expert resources in the area of public policy and administration. Chartered by Congress, NAPA's sole mission is to research and identify issues of governance that assist federal, state and loal governments improve their performance and achieve excellence. The prestige of the organization allows it to attract very senior individuals (elected fellows) who have prior government service as appointed or elected officials. NAPA and its fellows frequently testify before Congress regarding issues involving executive branch agencies including issues pertaining to the Department of Commerce (parent agency to the Census Bueau). NAPA routinely undertakes projects to analyze and evaluate management and performance issues in public institutions including those dealing with organizational structure, mission, values, leadership, business proesses, program funding strategies and performance measures. This place NAPA in a unique position to provide the experience and expertise sought by the BOC to perform a comprehensive evaluation of its Field Directorate Operations. Some of NAPA's fellows hold senior positions in agencies with oversight authority over the BOC's program missions, data collection and dissemination activities. This would allow NAPA to establish a study project panel whose members have significant institutional knowledge of BOC's management and operational activities. The period of performance for this requirement is from date of award to September 30, 2002. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS.
