Description
This document hereby deletes the previous CBD Submission No. 50D8Y0 dated 16 Feb 01 and replaces it with the following: The Government proposes to acquire under Solicitation DACW37-01-R-0013, pump control equipment and engineering services for 2 pumping systems associated with the Corps of Engineers flood control project in Grand Forks, ND and East Grand Forks, MN. The work is to include electric motor starter systems, controllers, SCADA and radio telemetry for new interior drainage pump stations, a centralized master control monitoring system, and engineering services. The equipment and services to be provided must accommodate 9 new storm water pumping stations in East Grand Forks and 14 new storm water pumping stations in Grand Forks. Optionally, the Contractor may be required to migrate the existing city storm and sewage pump stations into the new master control systems, providing a single centralized control and monitoring system for each city's pumping infrastructure. Instrument Control Systems (ICS), Inc, previously supplied the existing pump control systems (13005 16th Avenue North, Suite 100, Plymouth, Minnesota 55441 Tel: (763) 559-0568). The proposed contract will be a firm fixed price contract to be awarded utilizing negotiated, competitive source selection procedures. All proposals received will be evaluated on the basis of TECHNICAL MERIT, PAST PERFORMANCE, and PRICE. Technical merit and past performance, in combination, are considered significantly more important than price. The estimated price range is between $1 million and $5 million. North American Identifier Classification System (NAICS) for this acquisition is 334513 and the small business size standard is not in excess of 500 employees. NOTICE TO LARGE BUSINESS: The U.S. Army Corps of Engineers, St. Paul District, is committed to participation of Small Business, Small Disadvantaged Business and Women-Owned Small Business in the performance of work under this solicitation and resultant contract. Your attention is directed to the solicitation clauses 52.219-0008 entitled "Utilization Small Business Concerns", 52.219-0009 I entitled "Small Business Subcontracting Plan," and 52.219-7003 entitled "Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan (DOD Contracts)". If you are a large business and the apparent low offeror with a proposal exceeding $1,000,000, submission of a Subcontracting Plan in accordance with above clauses will be required. The Contracting Officer will review the plan using the following goals to assure that it represents your best efforts to maximize subcontracting opportunities. Award will not be made until the Contracting Officer approves the Subcontracting Plan. The following subcontracting goals are informational only and not legally binding but are considered reasonable and achievable during the resultant contract from this solicitation. The goals expressed in percent of total planned subcontracting dollars are: Small Business-61.4%; Small Disadvantaged Business-9.1%; Women-Owned Small Business-5.0%; HUBZone Small Business-Maximum Percent Practicable; Veteran-owned Small Business-3.0%; Subcontract Reporting (SF 294 & SF 295)-100.0% Plans and specifications are available as of approximately 1 Sep 01, with offers due approximately 1 Oct 01. The solicitation is available only by CD-ROM.
