Description
1. CONTRACT INFORMATION: Engineering field surveys and related engineering services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required to support engineering field surveys for the Huntington District, Corps of Engineers. Two indefinite delivery contracts will be negotiated and awarded, each with a base period not to exceed one year and two option periods not to exceed one year each. The amount of work in each contract period will not exceed approximately $1,000,000.00. An option period may be exercised when the contract amounts for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated firm-fixed price task orders not to exceed the base contract amount. The contracting officer will consider the following factors in deciding which contractor will be selected to negotiate an order: performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, uniquely specialized experience and equitable distribution of work among the contractors. This announcement is 100% small business set-aside. To be eligible for contract award, all firms must complete Block 4 of the SF 254 and be registered in the DoD Central Contractor Registration (CCR). PROJECT INFORMATION: The work will consist of, but not be limited to, cadastral, topographic and geodetic surveys. Services will require knowledge, capability, skill computations and equipment for Global Positioning Systems for subject work. Related services consist of computations and drafting (manual and computer). Contractor must have the capability to provide field data in Intergraph DGN format. All field data shall conform to U.S. Army Corps of Engineers CADD standards. Required services include furnishing three and four-man survey parties, as the needs of the Government may require, up to a maximum of three parties. The contractor will furnish all necessary data collectors, computers, plotters, software, electronic measuring devices, automatic levels, theodolites and materials and automotive transportation. 3. SELECTION CRITERIA: See Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A-D are primary and criteria E is secondary and will only be used as a "tie-breaker" among technically equal firms. a. Qualified personnel in the following key disciplines: Supervisory Licensed Land Surveyor or Civil Engineer, Licensed Land Surveyors, Civil Engineer Technicians, Draftsman/CADD Operators, Party Chiefs, Instrumentmen and Rodman/Chainmen b. Specialized Experience and Technical Competence. Firm must demonstrate experience and familiarity with cadastral, topographic, geodetic and Global Positioning System (GPS) surveys. c. Capacity to perform approximately $1,000,000.00 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines and equipment availability. Equipment to include total stations, EDMs and theodolites, automatic levels, 4WD vehicles, ADP System Intergraph, data collectors, computers and software and Global Positioning System. d. Past performance on DoD and other contracts with respect to cost control, quality of work and compliance with performance schedules, as determined from ACASS and other sources. e. Geographic Proximity. Location of the firm in the general geographical area of the Huntington District (Kentucky, Ohio, West Virginia, Virginia and North Carolina). 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capability to perform this work must submit two copies of SF 255 (11/92 edition) and two copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Include the firm's ACASS number in SF 255, Block 3b.
