- Description
- The U.S. Army Engineer District, Kansas City, in support of Fort Riley, Kansas, intends to privatize its electric and gas distribution systems. Privatization is the transfer of ownership and responsibility for the operation, maintenance, repair, future upg rades, and future utility system replacements. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s). The Contr actor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government tenant connection within the service area. The Contractor(s) shall be responsible for funding al l capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. The Government will retain liability of any pre-existing environmental conditions. Th e conveyance of the utility distribution systems is authorized and conducted under 10 USC 2688. It imposes certain economic tests that must be met prior to award of a contract(s). The conveyance will not include any real estate. The Government anticipates awarding a Fixed Price-Prospective Redetermination Utility Services Contract(s) for a term of 50 years to the Best Value offeror(s). Utility distribution systems being privatized are described as follows: Fort Riley Electric Distribution System consists of all Government-owned substations, switchgear, transmission lines, and distribution facilities on the Fort Riley reservation. Fort Riley is supplied power from Kansas Power & Light. Power for the main cantonment area is delivered at 34.5 kV to a meter ing point on the west side of the installation. Power for the range complex located approximately 20 miles north of the main cantonment area is delivered at 12.470V to a separate metering point at that location. The Ft. Riley electric distribution system comprises ten electric substations with approximately 100 miles of overhead distribution lines and 22 miles of underground transmission lines including ducts and conduits. It includes approximately 3,500 primary and secondary poles. In general, the Gove rnment shall assume responsibility at the service entrance connection point (weather head) for aerial services, and at the first termination at the building on the secondary side of the transformer for underground services. Section J of the RFP lists spec ific points of demarcation. Fort Riley Gas Distribution System is supplied by Kansas Gas Service transmission lines at nine town border stations. Supply pressure to the distribution system varies from 20 psig to 50 psig. The gas system consists of approximately 410,000 linear feet of gas piping varying in size from 2 inches to 12 inches in diameter. It includes approximately 950 service connections, 300 valves and boxes, and 1700 regulators. Fort Riley is adjacent to Junction City, Kansas, 65 miles west of Topeka, Kansas and 125 m iles west of Kansas City, and located in Geary and Riley Counties in Kansas. The installation covers an area of 101,000 acres. NAICS: 221122 and 221210. Size standards: 4 Million Megawatt Hours Electric Services and 500 employees Natural Gas Distribution. This requirement is unrestricted. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency. Offerors may propose on either one or both of the systems. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR).
