- Description
- The notice is a request for information (RFI) solely to solicit information from interested parties regarding the following requirement. The International Boundary and Water Commission, through the Technical Fourth Working Group, is tasked with determining and implementing joint projects to improve ecological conditions in the Colorado River Delta. This group is the lead for those issues as designated in Minute 306 of the Mexican Water Treaty of 1944 and has identified several projects for immediate implementation. Basic to implementing projects to improve ecological conditions in the Colorado River Delta is the ability of those groups and individuals involved to readily access available information about the Colorado River Delta pertaining to ecological conditions. The Bureau of Reclamation is coordinating the development of a literature repository in Mexico and the United States (U.S.) of information that pertains to those activities that would lead to the improvement of ecological conditions in the Colorado River Delta and the upper end of the Sea of Cortez. The Colorado River Delta includes the Colorado River and its historic flood plain from Morelos Dam on the Colorado River near Yuma, Arizona, to the upper end of the Sea of Cortez as far south as San Felipe, Baja California, Mexico. The development of the repository would consist of three phases: (1) development of a bibliography that includes abstracts and location of all applicable literature in the U.S. and Mexico (including. gray literature and field notes where possible; (2) Consolidation and maintenance of up-to-date identical literature repositories in both Mexico and the U.S. that are readily accessible to the public (public accessibility could be through several avenues, including providing copies upon request, access to the literature through an internet web page, or a combination of those and other methods); and (3) Translation of the available literature into both English and Spanish. Examples of the type of literature about the Colorado River Delta and the upper end of the Sea of Cortez that would reside in the repositories would include but are not limited to: information on the terrestrial and aquatic flora and fauna; information on hydrologic conditions; applicable geological information; information on water quality; oceanographic information on the upper end of the Sea of Cortez; and other applicable information which would contribute to efforts to improve ecological conditions on the Colorado River Delta. Interested parties are requested to provide information with regard to comments on approach, capabilities to establish working relationships and/or agreements with entities in Mexico, experience and/or proven capability to complete the above requirement, and estimated cost of the project and to the public for providing the above information. Information received through this RFI may be utilized by the Government and does not constitute and RFP and is not to be construed as a commitment by the Government. No claim to the Government will be considered for the use of any information you submit as a result of this RFI. In addition, interested parties responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101.
