Description
Sources Sought Synopsis: The U.S. Army Soldier and Biological Chemical Command, Product Manager Obscuration and Decontamination Systems (PM ODS), is seeking sources for a studies and analyses effort which will culminate in a Mission Area Analysis, Mission Needs Analysis, Mission Solution Analysis, and Long Range Plan for obscuration capabilities in emerging and rapidly changing U.S. Forces. The Mission Area Analysis shall include, as a minimum, discussion of deficiencies in current doctrine, force structure, and materiel; proposed capabilities to address deficiencies, and future operating capabilities. The resultant contract shall require a SECRET clearance. Contractor shall be required to travel to areas outside Maryland in order to integrate doctrine, training, leader development, organization, and material and soldier systems into the analyses. Interested companies shall provide the Contracting Office, no later than 30 August 2001, with a letter of interest. Included with the letter shall be an identification of technical and military experience and capability that would be applied to the effort. An exposure to military operations utilizing smoke and obscuration tactics and planning is highly desirable. Interested parties are required to submit a letter of interest in order to be included on the solicitation bidder's list and receive future announcements and correspondence automatically. The letter of interest shall include company size status under the Standard Industrial Classification Code (SIC) and should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college, a minority institution, a woman owned business, and identification of any Task Order type contract currently in place with the SBCCOM and under which this proposed task may be executed. Replies to this notice are requested from all qualified businesses. All letters of interest must be received by the office below by 4:00 PM, EDST, 30 August 2001.
