Description
This solicitation notice is for the acquisition of commercial items, in accordance with the format in Subparts 12 and 13, as supplemented with additional information included in this Notice. With this Request for Quotations (RFQ), TIRNO-01-Q-00188, the IRS seeks contractor services to provide a research license for access to its' on-line commercial global information technology market research, forecasting and strategic consulting services on technology driven small and medium sized businesses. Proposals are being requested via this notice. Interested parties can obtain the RFQ from the IRS Procurement website: www.procurement.irs.treas.gov. A separate, written solicitation will not be issued. The North American Industry Classification System (NAICS) code is 541720; the small business size standard is $5,000,000. This is a 100% small business acquisition. This acquisition is subject to the Rehabilitation Act of 1973, Section 508 IT Accessibility Requirements; for further information on 508 Requirements, go to http://www.section508.gov. A fixed-rate, indefinite delivery/indefinite quantity, task order contract awarded from this RFQ. The guaranteed minimum is $5,000 with a maximum of $90,000 per contract period of performance. Offers are due by 3:00 PM, EST, on FRIDAY, SEPTEMBER 7, 2001, in Room 700 at the above address. During the offer preparation phase, potential offerors shall submit questions, via e-mail, to helen.d.carmona@irs.gov. Telephone inquiries will not be accepted. The proposed PERIOD OF PERFORMANCE will be 12 months from the date of award with 4, 12-month option periods. Contract award is anticipated on or about September 24, 2001. PURPOSE: The IRS requires market research to better understand and service small business taxpayers and specifically to profile their technology use, behaviors and trends. Market research will support the following objectives: describe/profile compliant and non-compliant small business taxpayers and to develop initiatives to better service the small and medium business taxpayer community; and provide research information to support the Small Business/Self-Employed annual Small Business Environmental Scan process. NUMBERED NOTE #1 applies to this acquisition. =20
