- Description
- This is a sources-sought announcement for information only. This is not a solicitation announcement for proposals, and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The applicable North American Industry Classification System (NAICS) is 561210, with a size standard of $20M. The Facilities Engineering Branch is seeking 8(a) and small-business sources who are capable of providing the herein-described services. PROJECT DESCRIPTION follows. The requirement is for the contractor to provide all personnel, supervision, management, equipment, materials, supplies, tools, and all other items and services to operate and maintain the designated equipment and facilities located on the NIEHS Campus and the EPA Campus. These services shall include, but are not limited to, operation of mechanical plants and utilities systems; preventive and repair maintenance on utility plants and equipment; and housekeeping services in utility plants. The contractor would be required to operate, maintain, and repair all mechanical, electrical and utility systems in Building 105 (Central Utility Plant), Building 106 (Incinerator Building), Building 107 (Electrical Sub-Station Building), Building 108 (Chemical Handling and Storage Building) and the Davis Park Warehouse. Specific for buildings 105, 106, 107, and 108, is all distribution of electricity (high voltage and low voltage), high temperature hot water (HTHW), chilled water (CHW) and domestic water (PW) and those associated systems for operation of these buildings and utilities. The requirement includes maintenance and repair of all underground and above ground distribution piping and wiring and equipment associated with electricity, high temperature hot water, chilled water, domestic water and fire protection distribution piping, and system controls up to and including the first cut-off valve or disconnect inside all buildings on the NIEHS Campus and maintenance, operation and repair of all underground and above ground piping and equipment between the CUP and the outlet of the isolation valve within the valve pits serving the EPA Campus. The contractor shall maintain, operate, and repair all electrical equipment, including the Primary Substation and other common facilities and up to but not including, the first point of termination of each conductor within the EPA Facilities; the potable water distribution piping, from the main water meters up to the outlet of the isolation valve in the valve pit servicing each building on the NIEHS Campus and the EPA Campus; the entire sewer system throughout the NIEHS Campus to include the EPA Campus; the fire protection piping system serving the common facilities; and shall be responsible for excavating any soil, concrete, paving, etc. necessary to perform the above. The types of equipment and systems in this requirement include, but are not limited to, the following representative equipment types: high temperature hot water generators, controls, monitoring equipment, storage tanks and gas pressurization systems; fuel-oil storage tanks, fuel tank containment basins, pumps, and oil distribution piping; HTHW distribution, heat exchangers, coils, pumps, VFD's, piping and controls, valve pits, sump pumps; centrifugal water chillers, controls, monitoring equipment, storage tanks and gas pressurization systems; cooling towers, fans, gear drives, drive shafts, VFD's, pumps, valves, fill, drift eliminators, hot water distribution systems, cold water collection basins; chilled water distribution and condenser water distribution, pumps, VFD's piping, valves, coils, controls, valve pits, sump pumps; heating ventilating and air conditioning, including controls; plumbing systems, domestic water piping and distribution systems, sanitary sewers and storm water drain systems; chemical water treatment; air compressors, compressed air distribution piping, valves and controls; steam boilers, deaerators, feedwater pumps, piping and controls, condensate return piping and pumps; central monitoring and control systems, HVAC Computer; electrical power distribution, switchgear, motor control centers, panel boards, lighting systems, alarm systems, emergency electrical generating systems, electric and communication manholes and sump pumps and all other electrical systems; fire protection systems; etc. The contractor will also be required to operate, repair, and perform preventive maintenance, test and inspection services on two 1000 KW auxiliary electric generators and associated equipment and one 1100 KW auxiliary electric generator and associated equipment. This includes all Transfer systems, power feeds, and control circuits. The contractor will provide all operations, maintenance, and repairs to perform refuse collection and hauling; operate and maintain the Incineration Plant and operate and maintain refuse collection and transportation equipment. Representative types of equipment are as follows: general purpose pathological incinerator, 1000 pounds per hour, with controls, emission equipment and monitoring equipment; pathological waste incinerators, 350 pounds per hour each, with controls and monitoring equipment; monorail crane system with remote control; hot water heaters and steam boiler with accessory equipment; cart washer/sterilizer; ash containers and vacuum cleaning systems; refuse containers; trucks, dual wheel, with hydraulic operated container/hoist/haul unit. Trucks, dual wheel, with hydraulic operated liftgate for hauling bagged refuse; special hoppers for collection of soiled animal feed and bedding; skid steer loader for handling refuse; heating, ventilation and air conditioning, including controls; electrical power distribution, lighting, alarm and control systems; etc. The above services would be furnished by the contractor on a continuous basis, 24 hours per day, seven days per week, for the duration of the contract, except that the incineration services would be performed primarily during normal working hours. The contractor would be required to provide all Contractor-specific administrative supplies (e.g., letterhead paper, pens, pencils, typewriter ribbons, etc.,) vehicles, and gasoline for Contractor's vehicles required for the successful accomplishment of the requirements of the Statement of Work. The contract will require a contractor who has experience with various sizes and types of complex equipment, such as high temperature hot water generators (approximately 40 M BTU's), water chillers (greater than 2,000 tons) electrical substation distribution, hazardous waste incineration, and wet scrubber operation. Numbers and types of disciplines anticipated to be need to fulfill requirements are as follows: one (1) project manager; one (1) maintenance supervisor; one (1) operations supervisor; one (1) materials expediter; four (4) chiller/stationary engineers; four (4) HTHW/stationary engineers; two (2) relief/stationary engineers; one(1) person who is dual-hatted as a relief/stationary engineer and an incinerator/boiler mechanic; two (2) incinerator/boiler mechanics; one (1) electronics technician; one (1) high voltage electrician; one (1) electrician; one (1) HVAC mechanic; three (3) maintenance mechanics; and, one (1) general maintenance worker. The above is not all inclusive, but rather is a brief outline of some of the major requirements. This announcement is a request for submission of capability statements only (and NOT specific proposals). Companies may submit their capability statements to the procuring office listed in this notice within 15 calendar days from the date of this notice. Capability statements should include the following: (1) a general description of the company's ability to perform the tasks identified in this synopsis; (2) an outline of previous projects similar to this that have been performed by your company to include a synopsis identifying the work that was performed, the time period (dates) during which it was performed, the name and address of the customer, and the point of contact (name and telephone number) of the customer; (3) a description of any proposed subcontractors to include qualifications of their staff and a list of projects performed for the prime contractor; and (4) any other information that you would deem pertinent. Companies shall indicate their size status (small or 8(a)). The deadline for submission of the capability statement is 15 calendar days from the date of this notice. This document should be submitted in triplicate to Anna Mustard, Contract Specialist, Acquisitions Management Branch, OM, NIEHS, P. O. Box 12874, Research Triangle Park, NC 27709. This is a synopsis for planning purposes only, and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. Any subsequent solicitation for a contract will be advertised in the CBD. It is anticipated that any subsequent solicitation would be for a firm, fixed-price contract for these services with a term of a base year with four one-year options. Companies who respond to this synopsis will be added to the solicitation mailing list for any subsequent solicitation.
