Description

The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a sole source basis, services for the Servocylinder Test Set (STS) Upgrade for the F/A-18 A/B/C/D aircraft from Boeing. The STS is a computer controlled hydraulic test station which performs functional testing of the F/A-18 A/B/C/D flight control actuators. The STS can test both linear and rotary actuators. An upgrade to the STS is required due to known obsolescence and reliability issues with current configuration. This upgrade is to an existing piece of test equipment for which the Government does not own specifications or complete drawings. Source code is also proprietary to the OEM. An upgrade to the STS is required due to known obsolescence and reliability issues with current configuration. Boeing is the only known source with the knowledge, experience and technical data required to perform this effort. This requirement is for the development of one upgrade kit with an option to procure up to 18 additional kits. Firms that recognize and produce the required items are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notices is solely within the discretion of the Government. See Note 22.
