- This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation number: 1011265110-00153, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. This procurement is unrestricted. The North American Industry Classification System (NAICS) code is 332618, with a small business size standard of 500 employees. The Government intends to negotiate non-competitively with Alternative Design Manufacturing and Supply, Inc., 3055 Cheri Whitlock Drive, P.O. Box 6330, Siloam Springs, Arkansas 72761, under the authority of 41 U.S.C. 253 (1) when there is a reasonable basis to conclude that the agency?s minimum needs can only be satisfied by one responsible source and no other supplies will satisfy the agency requirement. U.S. Dept. of Agriculture intends to procure the following item: ?Single Tier Turkey Cage System?-which shall include two rows of turkey hen cages eighty-eight feet in length for a total of one-hundred and ninety two turkey cages. The following are the GENERAL MINIMUM REQUIREMENTS for the above item: Shall have ?modular? assembly in four, six or eight foot sections-(because these turkey cages will eventually be relocated to a another building with different dimensions; Floor-frame design-(i.e., Shall Not be attached to the ceiling or the walls of the barn in Building 236, BARC-EAST in Beltsville, Maryland); See attached diagram for the cage system layout within Building 236-(for copies of the ?diagram?-Contractors/Vendors shall fax a request to the attention of ?John Wilkinson? at fax number 1-301-504-8696 and shall reference solicitation number: 1011265110-00153; Contractor/Vendors shall provide a Turkey Cage Unit with a minimum of two turkey cages for a two week-trial here at USDA in Beltsville, Maryland-PRIOR to construction/delivery of the turkey cage system being requested. SPECIFIC MINIMUM REQUIREMENTS: FRAME: Shall be free-standing, Stainless-steel construction with a wall thickness of at least 14 gauge and hot-dip galvanized after welding; CAGE DIMENSIONS: Shall be 22 inches wide, 32 inches tall, and 32 inches deep; CAGE FLOORING: Shall be heavy plastic or nylon material that shall provide adequate cushioning to prevent egg breakage and shall have a 1 inch by 2 inch grid (to allow manure to fall through) ; CAGE FRONTS and DOORS: Shall be constructed of one-quarter inch galvanized wire with a bi-fold opening of 20 inches by 24 inches; CAGE SIDES, BACK and TOP: Shall be constructed of 12.5-gauge mesh PVC-coated wire with openings no larger than 1.5 inch by 1.5 inch.; EGG ROLL OUT SECTION: Shall be constructed of same as Cage Flooring which is listed above and shall have sloping six to eight inches beyond the cage front with a 4 inch lip to retain the eggs; FEEDER SYSTEM: Shall consist of metal or plastic troughs attached to the cage front above the egg roll out; WATER SYSTEM: Shall have a automated, regulator-controlled system with nine nipple drinkers for each cage. Shipping of the above item shall be: ?F.O.B. Destination? with inside delivery to the U.S. Department of Agriculture in Beltsville, Maryland 20705. Delivery is required 60 days after award. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-34, and 52.222-70. COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999)(DEVIATION)(USDA). (a) The offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212 (d) (i.e., the VETS-100 report required by FAR Clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has[ ], has not[ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An Offeror who checks ?has not? may not be awarded a contract until the required report is filed. CONTRACT PAYMENT (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer compliance with 31 CFR 208. To Facilitate EFT for contract payments, FAR Clauses 52.232-34 and 52-232-35 (31 CFR Part 208) requires the submission of information by the contractor to the payment office. Upon Award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Payment (VXP), which will result in a number being assigned to the contractor for payment under EFT. NFC can be reached at phone number 1-800-421-0323 or at WWW.NFC.USDA.GOV. All offerors must include copies of 52.212-3(Representations and Certifications) and 52.222-70(Compliance with Veterans Employment Reporting Requirements). Faxed Quotations are acceptable to John Wilkinson at (301) 504-5799 on or before September 3, 2001 at 4:30 (E.S.T.) All responses will be evaluated in order to determine the ability to meet the above stated capabilities. Responses shall include technical specifications, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror?s equipment. Offerors shall identify where the offered item meets or does not meets each of the Government?s functional and performance minimum specifications listed herein. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is September 10, 2001. All responsible sources may submit a quotation, which shall be considered by the Agency
