- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request for Quotation No. 01Q0030 is issued through Federal Acquisition Circular 97-27. This action is a 100% small business set-aside. The NAICS code is 333314 and the small business size standard is 500. The U.S. Secret Service (USSS) has a requirement for a quantity of sixty-one (61) ITT Night Enforcer 160 Night Vision High Performance Generation III Scopes/Monoculars (ITT 160 ATE/ITT160). Minimum specifications are as follows: F/1.4 optics with 40 degree field of view; automatic brightness control for high light protection; minimum photosensitivity of 1300uA/lm; rugged, waterproof construction; floats; diopter focus of -7 to +6; one step focusing; ergonomic design/contoured finger grips; lightweight (17.5 oz. w/batteries); measurements of 7.25"L x 2"W x 3.50" H; operates from 2-AAA batteries; three year system warranty included; 5 year intensifier tube warranty included. The Contractor shall deliver the complete quantity, FOB Destination, with all freight included in the delivered price, within 30 days of award. Delivery to U.S. Secret Service, Salt Lake City, UT 84101. All quotations must include a unit cost for the units, as well as the total price for the full quantity. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation -- Commercial Items; 52.212-2 Paragraph (a) insert: "The Government intends to award a firm, fixed price purchase order to the responsible offeror with acceptable past performance, whose quotation, conforming to the specification as provided herein, is lowest in price. The proposed night vision unit shall be evaluated as acceptable or unacceptable, determined on technical sufficiency as per the specification. For evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar products/services within the last two (2) years. Each reference must include customer's name and address, contact person, date of performance, telephone number and contract/purchase order value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable, unacceptable, or neutral. Technical and past performance, when combined, are equal in importance, when compared to price." 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items.
