- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure on a full and open competition basis a High Band Direction Finding Monitoring System. The requirement includes a Line Item Number for a High Band System that operates in the 0.5 to 18 Ghz Range and a Line Item Number for a High Band System that operates in the 0.5 to 40 Ghz Range. The system's major components consist of an Omni antenna, DF antenna, 2 RF receivers, 18-40 Ghz down converter (for the 18-40 Ghz), pulse analyzer, and software. The High Band Direction Finding System is used to detect RF emissions and provides the following data: time, direction of arrival, frequency, pulse width, pulse repetition interval, relative power, and modulation for each signal/pulse (as a minimum). The data shall be stored in either pdw (pulse descriptor work) or idw (intrapulse descriptor word) format. 10 to 1 M pulses shall be captured on a particular emitter. All data shall be stored for further evaluation at a later time. The Omni antenna shall receive 360 degrees (in azimuth) simultaneously (elevation beamwidth is typically 20 degrees to 100 degrees). The DF antenna shall be a spinning (and sector search) antenna system. The DF antenna shall be steerable (to a particular bearing) and shall have the capability to spin from 1 RPM up to a maximum of either 100 or 200 RPM (in 1 RPM increments). The DF antenna shall receive the RF and aide in determining the angle (or bearing) of arrival of a RF emission. The RF receiver shall convert a RF frequency (received from either the Omni or DF antenna) to either a 160 Mhz and/or 1 Ghz IF frequency. The down converter shall down convert 18-40 Ghz signals to a lower RF, such as 2-18 Ghz, to minimize cable/waveguide loss. The pulse analyzer shall use the IF input (most commonly centered at 160 Mhz and 1.0 Ghz -- from the RF receiver) to measure pulse width, pulse repetition interval (PRI), power, modulation type, etc., and correlate it to a specific time (GPS, IRIG, local/internal, etc.). The measurements shall be stored in pdw or idw files. The pulse analyzer shall store this data to an internal/local storage device/memory until the controlling device is ready to accept the data, at which time all measured data shall be transferred (preferably by ethernet (100 BaseT) or other fast interface) to the external computer/storage unit. Specific specifications will be included in the solicitation. The Government anticipates the award of a Firm Fixed Priced Indefinite Delivery Indefinite Quantity type contract for the procurement of a minimum of one and a maximum of six High Band System(s) over a three year ordering period. The RFQ will be released on or about 30 August 01 and will be available through the 2.0 Contracts Competency home page at: http://www.nawcwpns.navy.mil/~contract/homepubl.htm. All responsible sources may submit a quotation which shall be considered by the agency. The RFQ will close on or about 01 October 01 and award will be made on or about 1 November 01.
