- SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR ONE (1) SHARC MODULE MOTHERBOARD WITHOUT SHARCPACS, ONE (1) SYSTEM SYNCHRONIZATION MODULE, AND ONE (1) DATA MOVER MODULE. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH MISSION RESEARCH CORPORATION. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to Mission Research Corporation, 735 State Street, Santa Barbara, CA 93101. This Sole Source purchase will be for the following Three (3) commercial items: One (1) SHARC Module Motherboard without SHARCPACS used for Radar Signal Synchronizer Module SHARC digital signal processing with a resident memory. (The SHARC Module Motherboard is a custom board designed by Mission Research Corporation.) The SHARC Module Motherboard is in effect a carrier board that has positions to plug in up to four COTSSHARCPACs and up to two MRC custom SHARCPACS. The SHARC Module Motherboard does not include the COTS and/or Custom SHARC PACS. It is a VXI form-factor board that provides all I/O, and power connections for the custom & COTSSHARCPACs. It also hosts up to 256Mbyte of addressable memory in DIMM format. The SHARC Module Motherboard is used in multiple modules within the Generic Radar Target Generator (GRTG ) (i.e. SHARC Module 1, SHARC Module 2, SHARC Module 3, each of the four RSS modules, and the System Synchronization Module), One (1) System Synchronization Module used to synchronize the System Under Test radar clock to the GRTG system developed under Contract No. F04611-97-C0009 (The System Synchronization Module is a custom synchronizer board designed by Mission Research Corporation.) The System Synchronizer Module uses the SHARC Module mother board to carry one COTS Xilinx SHARCPAC, 1 I/O buffer board, 1 Clock Distribution Board, 1 Fiber Optic Distribution Board and 1 BIT Support Board.), One (1) Data Mover Module receiver/transmitter board required to create a fiber optic link between the Northrop Grumman designed Radio Frequency subsystem and the GRTG real-time unit. (The Data Mover Module is a custom board designed by Mission Research Corporation.) The Data Mover Module holds two optical receivers with BCP part number 15R-2242-25.0. BCP, the original manufacturer of these two (2) optical receivers was acquired by JDS Uniphase. However, low demand for this part caused JDS Uniphase to cease manufacturing the part. As a result, the part may only be available through parts resellers. The Data Mover Module is a VXI form-factor board that supplies all I/O and power for the two BCP 15R-2242-25.0 optical receivers). Due to specialized configuration, drawings or diagrams are not available for viewing. This sole source award will be made to ensure that all items are compatible/interchangeable with the items already designed, developed and interfaced with the GRTG system. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the specially configured SHARC Module Motherboard without SHARPACS, the System Synchronization Module and the DataMover Module. Responses may be mailed to AFFTC/PKE, 5 South Wolfe Ave, Edwards AFB, CA 93524-1185, Attention: Philip W. Cheng. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 30 August 01, a Sole Source purchase order will be pursued with Mission Research Corporation.
