Description

NASA/DFRC plans to issue a Request for Quotation (RFQ) for the following brand name only items: one Dual Redundant Autoswitch P/N800687, two Power Supplies P/N 202464, and one Exciter P/N 202476. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from Systems Planning Corporation, 1000 Wilson Blvd., Arlington, VA 22209, (703)351-8673 on a sole source basis under the authority of 10 U.S.C. 2304 (c)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements." This procurement is for Flight Termination System (FTS) component assemblies. These components are integral elements of the DFRC FTS Transmitter which is used to insure public safety in the event of a loss of control of Unmanned Aerial Vehicles (UAV's). These items are direct replacement parts for previously, openly competed procured systems. Systems Planning Corporation designed and engineered the original Flight Termination System and because of the proprietary nature of the system design, manufacturing drawings and technical data, is the only responsible source that could effectively and economically manufacture the system. Due to the highly specialized nature of the system, Systems Planning Corporation is the only source with the prior experience that is vital to the successful satisfaction of the requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on August 22, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
