Description
17. This synopsis is for a contractor to provide the following: Balmar Alternators: CLIN 0001. P/N 9624-220, 82 EACH, includes Balmar pulley 2.9 inches diameter with grooves for twin 1/2 inch belts. CLIN 0002: Balmar 19 foot wiring harness to include Balmar alternator temp probe, P/N 11-1024-CG, 82 each; CLIN 00003 Balmar voltage regulator, P/N MC-624-CG, 82 each. The salient characteristics of the CLINS are: CLIN 0001:(a) DC alternator with an internal brush-less design, (b) Alternator Temperature sensor (connected to the regulator), (c) Maximum weight 40 pounds (including the pulley), (d) 2.9 inches drive pulley with grooves for twin ? inch belts, (e) Standard SAE J-180 Mounting interface and bearing life requirements, (f) at least 220 Amp's 24 volt DC. CLIN 0002, (a) The two wiring harnesses shall be 19 to 20 feet in length and connect between the alternators and the regulators. CLIN 0003:(a) (Phase I) 40 to 50-second delay, to allow the engines to come up to idle speeds and lubricate, (b) (Phase 2) 50 to 70-second ramp up to full load, to accommodate sophisticated electronic devices aboard, such as engine synchronization, (c) (Phase 3) Bulk Target, voltage that once achieved, will drop the regulator into the absorb stage which will assure accelerated but not damaging scenario of the programmed charging for all battery types, (d) (Phase 4) Float regulator that will maintain system at lower voltage and will recognize large loads and back into these loads, and change to bulk phase as needed, (e) Regulator with the ability to monitor the alternator temperature and reach the rate of charge to maintain safe temperature levels, (f) Alarm function outputs that include high alternator temperature, high battery temperature, low system voltage, and a high system voltage, (g) Pre-programming charging scenarios for dry-cell, gel cell, etc.), (h) Regulator displays in alphanumeric format system voltage, voltage target, and phase that regulator is operating in., (i) Regulators with the ability to monitor two banks of batteries and adjust target voltage IAW battery manufacturer's recommendations, and (j) Regulator with AMP manager to allow the regulator to degrade the output of the alternator in at least 250 segments to protect belts, manage loads, and protect alternators. The above CLINS are a commercial buy and the bidder is responsible for providing all information and/or descriptive literature (such as cuts, illustrations, drawing s and/or other information necessary for the Contracting officer to determine whether the product meets the salient characteristics of the bid. If a bidder must modify a product so as to make it conform to the requirements of the solicitation it shall include in its bid a clear description of such proposed modifications and clearly mark any descriptive literature to show the proposed modification. If the bidder proposes to offer an equal product, the brand name, if any, of the product to be offered shall be clearly identified in the bid. The evaluation of the bid and the determination as to the equality of the product shall be the responsibility of the Government and will be based solely on the information furnished by the bidder in its bid. Bidders offering other than the Brand Name must provide documentation to show the following:(1) The harnesses must be a current production model, and (2) The engines must have operated successfully for at least 700 hours on no less than two marine units. Delivery will be F.O.B. destination to the U.S.C.G. Engineering Logistics Center, Receiving Room, Bldg. 86, 2410 Hawkins Point Road, Baltimore, MD 21226. The contract will be a one-time buy and is considered to be a 100% small business set-aside. The NAICS code for this requirement is 336322. The Coast Guard anticipates issuing the solicitation approximately 12 days after the date of this publication, with a closing date approximately 12 days from the issuance date.
