Description
The Request for Interest (RFI) process has demonstrated a market interest in the privatization of the electrical and natural gas distribution systems at MARINE CORPS BASE, CAMP PENDLETON, CALIFORNIA (MCBCP). However, due to the impacts of deregulation, it is the intent of the Government to re-evaluate market interest for the electric and natural gas distribution systems at MCBCP. OBJECTIVE: The objective of this RFI is to determine if there is interest to privatize the electric and natural gas distribution systems. If interest is found, that system(s) will be analyzed to determine if it is economically advantageous to the Government to privatize the system(s). It is envisioned that the transfer would include all responsibility for operation and maintenance (including all equipment, manpower, and overhead), repair and replacement, capital improvements to the system, obligation to provide adequate service, and related environmental compliance. BACKGROUND: The Marine Corps Base, Camp Pendleton (MCBCP) has approximately 40,000 active duty service members and families, and supports a daytime population of approximately 50,000. The Base comprises about 125,000 acres along 17 miles of Pacific Ocean coastline. The electrical and natural gas distribution system descriptions provided below are based on surveys that are in progress. ELECTRICAL: MCBCP owns approximately 289 miles of (4KV and 12KV) of the distribution system within Camp Pendleton. The average age of the distribution feeders is 30 years. MCBCP owns approximately 4,680 poles (approximately 4,200 are primary) with an average age of 30 years. A portion of the MCBCP poles supports communication systems. MCBCP owns approximately 1,180 pole mounted transformers and approximately 660 pad mounted transformers. MCBCP has one main substation that was upgraded in 1994. The substation is rated 69-12KV (San Diego Gas & Electric (SDG&E) portion) with six 12 KV distribution feeders MCBCP owned). Most of MCBCP is supplied through this substation with the balance supplied through several SDG&E 12KV tie-points. There are also twenty-six 12 to 4KV transformer stations located on the base. MCBCP owns 211 meters. Operation and maintenance of the MCBCP owned equipment is performed by civilian personnel. NATURAL GAS: There are 29 areas on MCBCP that utilize natural gas and are interconnected by 4", 6", and 8" distribution mains. There are approximately 131 miles of distribution piping on MCBCP. MCBCP owns approximately 111 miles of the system with the remaining 20 miles owned by SDG&E and Southern California Gas (SCG). Of the 111 miles of MCBCP owned distribution system, the following breakdowns are provided: approximately 59 miles of 1-2" diameter pipe, approximately 29 miles of 3-4" diameter pipe, and approximately 24 miles of 5-10" diameter pipe. Approximately 18% of the piping system is steel pipe up to 50 years old, 33% is Polyvinyl Chloride (PVC) pipe up to 30 years old, and 49% is Polyethylene pipe up to 30 years old. MCBCP owns approximately 515 valves (25% steel and 75% PVC), approximately 400 gas meters, and approximately 420 regulators. Operation and maintenance of the MCBCP owned equipment is performed by civilian personnel. APPROACH: The purpose of this RFI is to determine if there is interest in the ownership and operation of the electric and natural gas systems located at MCBCP. This RFI is one component of a process in the Department of the Navy's Utilities Privatization Plan intended to evaluate if it is economically advantageous to the Bases to privatize the utility systems. Should insufficient interest be identified for a privatization action, it is anticipated that no formal solicitation for proposals will be issued. Furthermore, if no interest is expressed by SEPTEMBER 5, 2001, for these utilities systems, it is the intent of the Navy to pursue economic exemptions as allowed by the Defense Reform Initiative Directive (DRID) #49 for these systems. Interested parties shall indicate in their Statement of Interest which utility system(s) they are expressing interest in (electric or natural gas or both). Should there be interest in the system(s), a Request for Proposal will be issued on or about September 24, 2001, and the proposed solicitation will be unrestricted under the North American Industry Classification System (NAICS) codes of NAICS 221122, Electric Power Distribution, with a size standard of 4 million megawatt hours and NAICS 221210, Natural Gas Distribution, with a size standard of 500 employees. The solicitation will be a competitive Request for Proposal using Best Value Source Selection contract procedures found in the Federal Acquisition Regulations Part 15. This solicitation will be open to all business concerns, including Cities and Municipalities. The entire solicitation will be released solely on the Naval Facilities Engineering Command electronic solicitation website, www.esol.navfac.navy.mil, (paper copies will not be available).
