Description

(i) The Regional Contracting Office (RCOC) Northeast, intends to award a Purchase Order on a sole-source basis to Bell and Howell ProQuest Information and Learning, for ProQuest Periodical Abstracts Research II Database subscription libraries, in both full text and image. The estimated dollar value is $129,690 for this one-year firm fixed price order. Authority 10 U.S.C. 2304 (C)(1). Justification -- Only one responsible source will satisfy the US Marine Corps requirements. (ii) The minimum needs for the sixteen U.S. Marine Corps Command Libraries are as follows: CLIN 0001; General Periodical Database subscription libraries (over 1,840 titles) in both full text and image, Abstracts Research II (a general reference and academic database that contains over 1840 journals, which are indexed and abstracted) and allows for home access. Some of the full-text publications are American Journal of Psychology, Demography, Journal of Electronic Defense, Marine Corps Gazette, Journal of Military History, just to name a few. The database service provides a monthly user count to each of the subscribing libraries, allow for printing, displaying, downloading, marking and e-mailing of articles and the journals are on-line by 10:00 a.m., the same day. CLIN 0002: ABI/INFORM Global (with approximately 1021 titles) with home access, provides for an in-depth coverage of business conditions, trends, corporate strategies and tactics and other topics to support MBA programs and academic research in accounting, management and marketing and finance; CLIN 0003; Military Modules includes 82 titles, 77 are in full text and 67 are full image titles; CLIN 0004: National Newspapers 5 abstracts (with home access) including the Christian Science Monitor, Los Angeles Times, New York Times including NYT Book Review and NYT Magazine) Wall Street Journal and Washington Post; CLIN 0005:World Book Encyclopedia in full text format; and CLIN 0006 KidQuest Library access for grades K thru 8,with 77 titles and information for over 10,000 topics. This interface design is the result of extensive collaboration with teachers and media specialist. The libraries can customize the setup, as they desire. (iii) This purchase order is being issued to Bell & Howell because they are the only known source that can provide comprehensive coverage of general reference, scholarly and military journals, along with full text newspapers. No special hardware will be required because ProQuest Direct allows the user to access databases via the Internet. (iv) It further allows printing, displaying, downloading, marking and e-mailing of articles. Additionally, the journals are on-line by 10:00 a.m., the same day. Due to limitations on the Internet, this database saves valuable time in research. (v) This award shall be made using simplified acquisition procedures. NO SOLICITATION DOCUMENT EXISTS.
