PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this professional services contract position, is to assist the Narcotics Affairs Section (NAS) at the American Embassy in Bogota, Colombia in the implementation of bilateral U.S. Government (USG) and Government of Colombia (GOC) international narcotics control (INC) projects. II. Scope of Work: The Contractor shall: Coordinate and monitor assigned NAS/INL sponsored/directed activities in support of Colombian counternarcotics operations in Bogota and forward deployed areas. Advise the Colombian National Police/Antinarcotics Directorate (CNP/DIRAN) on specific matters related to airmobile and ground/small unit interdiction planning, operations, tactics, training, communications, medical, and logistics support. Coordinate airmobile and ground-operations training/ small unit tactics for the CNP/DIRAN: determine training requirements, identify best sources of training, coordinate requests for training, coordinate training teams. Conduct small-scale, on-the-job training, as determined feasible. Ensure that USG provided commodities are efffectively utilized and that there is no fraud, waste or mismanagement in the program through continuous oversight responsibility and end-use monitoring in the operational area. Continuously evaluate and advise the NAS on the performance of Colombian agencies operating in conjunction with NAS/INL assets and resources in order to recommend and/or provide training as needed. Assist in project budget preparation and program planning. Assist in defining commodity procurement requirements and preparation of related project documentation and provide advice and coordination in matters pertaining to commodity maintenance and field support. Conduct field surveys, evaluations and special studies, as directed. Brief State Department, Congressional and other visiting officials on the status of USG-GOC narcotics control projects; assist in developing appropriate itineraries and in escorting official travelers, as directed. Assist in end-use monitoring of international narcotics control program commodities provided by the USG. The contractor shall reside in the city of Bogota, Colombia with approximately 50 per cent of his time traveling and working in the field. III. Desired Qualifications: Must be a U.S. citizen, subject to State Department security clearance -- Secret Level; Ten years experience in military or law enforcement (prefer experience in counter narcotics programs). College bachelor's degree required; Minimum of nine years relevant overseas experience in Latin America, which include: training of foreign nationals in ground operations/unit tactics, airmobile operations, weapons training, and field medical operations. Also experience in managing/planning logistics of forward operations and small unit operations. Applicant should have proven experience in coordination with host country military, police and civilian officials, particularly as part of a US Embassy. Should be familiar with U.S. and Latin America counter narcotics operations; Bilingual in English and Spanish at the R-3, S-3 level. Experience in drafting plans and reports in English; Physically qualified to live in Colombia. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Eperience in special operations/forces, police airmobile, small unit tactics and operational planning, advisory experience with foreign national police or military and military or law enforcement training in airmobile, ground, field medic and logistics operations. V. Compensation: Compensation for the position will be negotiated as follows: level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be gibven to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at waht step within the grade range the successful applicant will be compensated. VI. AS A MATTER OF POLICY, AND AS APPROPRIATE UNLESS THE PSC IS A RESIDENT-HIRE, A PSC IS NORMALLY AUTHORIZED THE FOLLOWING BENEFITS: 1.
