Description

This solicitation is for the continued operation of the Memphis Job Corps Center, Outreach, Admissions and Career Transition Services. The resultant contract be a cost-reimbursement plus-fixed fee and will cover the period May 1, 2002 through April 30, 2004, with 3 governmental unilateral renewal options for one year each. The RFP will be available on the Job Corps website at http://wdsc.doleta.gov/jobcorps/schedule.html on or about August 28, 2001. The center capacity strength is 312 students of which 123 are residential males, 136 are residential females, 19 are non-residential males and 34 are non-residential females. The contractor will provide Outreach and Admission services for 200 students 100 males and 100 females and Career Transition Services for 313 students, 196 graduates and 117 former enrollees. The contractor shall provide comprehensive career development services to students including; academic, vocational, social and independent living skills, career readiness training and support services. The unique combination of services provided are intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. The Contractor will also provide overall Center Management and Administration as follows: Contract and personnel administration, staff training, financial management, procurement and property management, facility operations and maintenace, security and safety services, community relations, public information, health services, discipline system, mail and legal services. A pre-proposal conference will be held September 6, 2001 at 10:00 am local time at the Memphis Job Corps Center located at 1555 McAlister Drive, Memphis TN 38186, (901) 396-2800. A Tour of the center will be conducted following the pre-proposal confernce. It is recommended that attendees download the RFP prior to attending the pre-proposal conference and site visit. Attendees should bring the RFP to the pre-proposal conference. All questions prior to and at the pre-proposal conference shall be submitted in writing. Proposals in response to this RFP shall consist of an Oral Presentation and written submissions as described in section L of the RFP. All written proposals in response to this RFP shall be due no later that Friday, October 12, 2001 at 1:00pm local time to the address listed in the RFP. All responsible sources may submit a proposal which shall be considered by the Agency.
