Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, MD, intends to negotiate on a noncompetitive basis with Global Atmospherics of Tucson Inc., AZ for the acquisition of real time lightning data (lightning data is defined as cloud-to-ground. The Contractor shall provide lightning data for the entire contiguous U.S. and adjacent coastal waters and land areas out to a distance of 250km and maritime data. The lightning data will be used by NOAA (National Weather Service) and other Federal agencies (e.g., Federal Aviation Administration FAA, Dept of Interior DOI, NASA, and Dept of Defense DOD). The Contractor shall communicate the lightning data to specified Governments sites for display, processing and redistribution to additional Government sites. In addition the Contractor shall identify hardware and software needed to receive, display and transfer the data to the Government's systems. The Government may acquire the identified hardware and software under the contact at its option. The contract includes options for Contractor provided maintenance of hardware and software acquired under the contract. The Contractor shall also maintain or permit the Government to maintain an archive of the lightning data. The contract shall be for a one year base period commencing on Oct 1, 2001 and include options for an additional two years. An indefinite quantity type contract with firm-fixed unit prices is contemplated. This procurement will be done under FAR Part 12, acquisition of commercial items. This contract is intended to provide for a continuation of existing lightning data support and related services on an interim basis during which time the Government will be reassessing and redefining its requirements in this area. The revised requirements for lightning data will be obtained based upon a competitive acquisition. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. To be considered an affirmative response, all written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response, you must address each of the four items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price, contract is contemplated for this effort. Affirmative written responses must be received no later than 15 days after publication to this synopsis. See Note 22.
