Description
The Department of State (DOS) intends to negotiate on a sole basis with Rand Corporation for two analytical studies. 1) A study to analyze the state of Taiwan's critical infrastructure to identify the key infrastructure vulnerabilities that could undermine Taiwan's continuity of government and to identify vulnerabilities in key Taiwanese infrastructures that would adversely affect the U.S. National Security interests. The study shall also identify key issues based on the nature of connectivity with the U.S. infrastructures that the U.S. Government might address in critical infrastructure protection (CIP) discussion with Taiwan. 2) A study that can explores the relationship between the U.S. CIP international outreach policy and cyberwarfare doctrine. The study shall address the following issues: a) Diplomatic equities and foreign implications of the Department of Defense's weaponization of information technology, i.e., the development of information warfare; b) Specific uses of information warfare in the context of deterrence, dissuasion, and warefighting; and c) Coordination of responsibility among various stakeholders prior to, during, and following computer network attacks or other information warfare incidents. Firms that feel they can provide the forementioned studies are invited to submit an affirmative response to comply with all the above requirements. Response(s) must be received within 15 calendar days of this notice to the effect that comparable studies are available and are more advantageous to the Government than obtaining these studies through the proposed contractor, or a sole-source award will be made.
