Description
Furnish all labor, equipment, materials, and supplies as necessary to provide scientific and engineering, technical and industrial support in the performance of specific tasks in connection with ongoing and proposed research efforts within the Coastal and Hydraulics Laboratory, U.S. Army Engineer Research and Development Center (ERDC). Tasks may include: field sampling, laboratory processing, data analysis, engineering services and quality assurance; as well as the non-technical support functions associated with these major areas of applied research. Typical data collection may include mean and oscillatory flow speed and direction, discharge, tide and other long wave heights, over land and over sea wind speed and direction, barometric pressure, air and sea temperature, salinity/conductivity, and bathymetry. Other services may include instrument positioning and locating, topography mapping, GIS data analysis, graphic digitizing, digital drafting, and laboratory analysis. USA-ERDC provides services to all of the CE Districts and Divisions as well as many other governmental entities and private corporations, so project locations could be worldwide. A contractor would be expected to be able to acquire and analyze hydrodynamic and hydrographic data. Collection sites will be nationwide. The scope of work provided the contractor with each delivery order will identify the data required the instrument types to be used, and the analysis techniques to be employed. Some collection efforts require specialized instrumentation to be built, tested, and fielded to acquire unique information at the project site. The contractor will be required to work with ERDC staff in the design and construction of such specialized instrumentation. Tasks may include the construction of structures to be tested and could include scale physical models of hydraulic structures and marine craft modifications. There are numerous non-technical functions/tasks, which will be required in support of the primary R&D efforts identified on the individual Task Orders. They include maintenance and repair of instruments and systems, accountability for Government furnished equipment, preparation of progress and data reports, shipping and receiving of instrument and system calibration, preparation of reports required by regulatory agencies, and preparation of system documentation. It is anticipated that a firm, fixed-price, Indefinite Delivery, Indefinite Quantity contract will be awarded, with a performance period of one (1) year, to include options for four (4) additional years. The Government intends to release solicitation DACW42-01-R-0011 on or about September 5, 2001 on the Internet. Printed specifications will not be available. Also, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is, therefore, the offeror's responsibility to view the website frequently for any posted amendments. Offerors need only to follow the URL link shown in order to view and/or download this solicitation and all amendments. A minimum of thirty (30) days from the date of release, as shown on the solicitation, will be allowed for submission of offers. All responsible small business sources may submit a proposal which will be considered. See numbered Note 1.
