- Description
- The Naval Sea Systems Command (NAVSEA), Program Executive Office Mine and Undersea Warfare (PEO MUW), intends to procure, under full and open competition, sources to perform System Development and Demonstration (SD&D) of the RAPID AIRBORNE MINE CLEARANCE SYSTEM (RAMICS). RAMICS will be an Airborne Mine Countermeasures (AMCM) system designed to rapidly reacquire, target, and neutralize floating and near surface moored sea mines in the upper water column. Notionally RAMICS will utilize a laser system for targeting and to direct the fire of supercavitating projectiles that will render the mines inoperable. The system will be deployed from the MH-60S helicopter and will provide organic airborne mine defense for Carrier Battle Groups (CVBG) and Amphibious Ready Groups (ARG). This capability will be of critical importance in littoral zones, confined straits, choke points, and the Amp hibious Objective Area (AOA). The system represents a capability that does not exist in the current MCM inventory. The RAMICS system notionally includes the following major components or subsystems: (a) Gun Subsystem (including gun and turret) (b) Full up munition subsystem (c) LIDAR Targeting Subsystem (d) Software The SD&D effort encompasses conduct of all analyses, system engineering and design, development, fabrication, assembly, testing, qualification, operator and maintenance training, documentation, planning, and management required to support this effort. It also includes all materials, software, and services necessary to ensure the successful performance of the responsibilities entailed in executing this program. During SD&D, the Contractor will be responsible for the following major efforts: 7 Design, development, test, and fabrication of two Engineerin g Development Model (EDM) systems. The principal design and development effort will involve the targeting sensor subsystem, fire control subsystem, and software. The RAMICS prime contractor will then integrate these subsystems with the gun and munitions subsystems that will be furnished as Government Furnished Equipment (GFE). The Government will be responsible for installing the gun and munitions subsystem on the helicopter. 7 Conduct cooperative efforts with the MH-60S Airborne Mine Countermeasures (AMCM) platform integrator and Common Console developer, the helicopter manufacturer, the Carriage, Stream, Tow, and Recovery System (CSTRS) developer, and the Mine Warfare Environmental Decision Aid Library (MEDAL) developer, to ensure that subsystems developed by the RAMICS prime contractor interface properly and are operable with the Common Console, helicopter, and CSTRS as app ropriate. 7 Support of developmental testing 7 Technical documentation 7 Logistics support planning 7 Spares and support equipment 7 Interim support 7 At the option of the Government, refurbish two EDM systems to support the Operational Evaluation 7 Produce four (4) production systems if the LRIP option is exercised The SD&D phase will provide for the development and delivery of at least two (2) systems that will comprise the RAMICS Engineering Development Model (EDM) system to support developmental and operational testing. Delivery and performance-period requirements have been established to support a Milestone B in the 3rd quarter of FY 2002. The desired date for the commencement of the SD&D phase is the 3rd quarter of fiscal year 2002. Interested sources on this program will be required to demonstrate: a. Recent, relevant experience and successful past p erformance in the engineering development of airborne or in-water LIDAR for underwater targeting or other relevant technologies, weapons system development and integration, fire control systems, aircraft systems integration, mine countermeasures, and image processing. b. Recent, relevant experience and successful past performance in the development of military systems documentation for fielded systems including logistics, training and system support. c. Capability and experience in successfully operating within an Integrated Process and Product Development (IPPD) environment which will incorporate structured use of joint Government and Contractor Integrated Product Teams (IPTs) from the program management level down through the working levels. d. Capabilities and relevant experience on helicopters or in systems operating in a helicopter environment (including systems i nstallation on helicopters). e. Facility and personnel security clearances at the SECRET level. The Request for Proposal (RFP) is expected to be available on the Navy Electronic Commerce Site (NECO) on or about 28 September 2001. This solicitation and related files (i.e. CDRL's, SOW, etc), excluding Appendix A of the performance specification, listed under solicitation number (N00024-01-R-6324), will be issued electronically. Vendors wishing an electronic copy may download it directly to their workstation on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. Hard copies of the solicitation will not be provided or mailed to contractors. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder's mailin g list. Appendix A of the performance specification is a classified document and will only be mailed to potential contractors with a DoD classified security clearance. Potential offerors may request Appendix A by emailing truehartmckinneysl@navsea.navy.mil with the potential offeror's secured mailing address, location of cognizant DIS office and facility security clearance and storage capability. A pre-bidders conference will take place in the Auditorium at Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station (NSWCCSS), 6703 West Highway 98, Panama City, Florida 32407 on 09 October 2001. Notification of attendance is required. The names of those wishing to attend the pre-bidder's conference should be provided to Ms. Sonja L. Truehart-McKinney, no later than 02 October 2001. Information to be provided for the pre-bidder's conference is: Company name, security clearance, address, phone number, facsimile number, list of attendees and their email addresses, and citizenship if other than USA. Any questions concerning this requirement may be emailed to truehartmckinneysl@navsea,navy.mil not later than 02 October 2001. Prepared answers will be given at the conference. Prospective offerors not attending the conference can send questions prior to the conference and they will be answered by amendment. After the pre-bidders conference, the Government will not entertain any additional questions concerning solicitation N00024-01-R-6324. A confidential document will be mailed to all contractors who have a classified address. All responsible sources may submit a proposal, which shall be considered by the agency.
