- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Background Gas generator solids (also known as decomposing solids) are of interest for use as rocket propellants in a miniature satellite propulsion concept. The purpose of this procurement is to acquire candidate gas generator solids so that they can be evaluated for this application. The delivered solids will be tested at GRC to determine the temperature at which they initiated and the decomposition products they produce. To meet the needs of this satellite application, the solids need to be easy to handle, to be stored for years in a space environment, decompose directly into gas once initiated (by diode laser), and produce gas products that are desirable for rocket nozzle (high performance). Technical Task The supplier shall provide at least 10 grams of gas generator solids with the characteristics stated above. Specific properties desired for these solids are, 7 Decomposition products that are greater than 80% nitrogen and hydrogen by weight, with no solid particles and little or no carbon (which can solidify in the nozzle) 7 Density greater than 1.8 gm/cc 7 Storable in temperatures from -20 to 60 0C, in atmosphere containing carbon dioxide and water. 7 Non-hygroscopic 7 Electrostatically insensitive and impact insensitive 7 The decomposition temperature for the solids is between 100 0C and 200 0C 7 Non-carcinogenic, does not produce a toxic vapor, and require no extraordinary procedures for handling It is preferred that the solids be delivered in pellets with a diameter of 6.35 mm and thickness from 300 mm to 6.35 mm. However, larger sizes or bulk material will also be accepted as they can pressed into pellets at GRC. Delivery shall include a Material Safety Data Sheet (MSDS) as well as a report on the composition of the solids (percentages of constituent elements), expected initiation temperature, and expected decomposition products The provisions and clauses in the RFQ are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 221119 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center is required within 28 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by and may be mailed or faxed to Timothy M. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
