Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number DAHA44-01-T-0035. This solicitation is issued as a request for quotation (RFQ) and shall be awarded on an all or none basis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. (iv) This solicitation is 100% Set-Aside for Small Business. The associated standard industrial classification is 3563; the small business size standard is 500 employees. (v) Offerors shall structure their bid using the following items: LINE ITEM 0001 (1) each Bauer Compressor, Inc. Model Unicus II/25-E3 integrated SCBA (self-contained breathing apparatus) recharging station to include: Model H25V-E3 high pressure air compressor, P5H Securus purification system, SAS-2V 6K a two bottle ASME coded air storage receiver system, a three position total containment SCBA fill station with 4 bank stainless steel cascade fill control panel. LINE ITEM 0002 (1) each CO Monitor: electronic CO Monitor with calibration kit. LINE ITEM 0003 (1) each Regulator Fill Outlet: regulated remote fill outlet with hose reel & 50' of 6000 PSI hose (includes adjustable panel mounted regulator). LINE ITEM 0004 (2) each Storage Vessels: additional AME storage vessels. LINE ITEM 0005 (1) Receiver System: Model HC6000 4 bottle 6000 PSI DOT approved air storage receiver system for mobile installation, shall be installed in a welded steel rack and equipped with a Bauer BFP-2 fill panel. (vi) Description: This purchase is to be used as a filling station for self-contained breathing apparatus consisting of Bauer Compressor, Inc. components. This purchase is brand specific to Bauer Compressor, Inc. as the end-user is building on a previously purchased Bauer system. (vii) Delivery shall be FOB destination to 34th Civil Support, Bldg. 318, Ft. Pickett, Blackstone, Virginia 23824 not later than 84 days after date of award. (viii) The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition. For the purposes of completing paragraph (a) of provision 52.212-2, the specific evaluation criteria to be used are (i) price and (ii) meets specifications. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with their offer. (xi) The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xii) The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The following additional FAR clauses cited in clause 52.212-5 are applicable to the acquisition: 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36, Affirmative Action for Handicapped Workers. (xiii) The clause at DFARS 252-212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions for Commercial Items, applies to this acquisition. Specifically the following clause is applicable: 252.225-7001, Buy American Act and Balance of Payment Program. (xiv) Offers are due at 4 p.m. Eastern Time on 23 August 2001 in the VAPFO.
