- Description
- This competitive acquisition is unrestricted and open to all interested offerors in accordance with the Small Business Competitiveness Demonstration Program. Complete Request for Quote (RFQ) solicitation packages with drawings will be available in hard copy only on or about 22 Aug 01. Any prospective offerors interested in receiving a solicitation package on this RFQ must register by email to: alan.jones@rl.af.mil in order to be placed on the source list. Include your company name, mailing address, telephone number, point-of-contact, fax number and email address. Offerors registering on the source list shall receive a paper copy of the complete RFQ package by US mail. The list will be posted electronically to facilitate subcontracting opportunities. Federal Regulations governing an RFQ are available at: http://farsite.hill.af.mil. The NAICS code is 235610 with a small business size standard of $11.5M. Construction Contracting Services include providing all labor, equipment, tools, devices, materials, supervision, transportation and any other items required to perform all work required to "Maintain Roofs in Bldgs. 240, 247 and 248 in accordance with the Statement of Work, Drawings and applicable Davis-Bacon Wage Rates. The performance period for this firm fixed price requirement will be 30 calendar days. The Magnitude of Construction is between $25,000 and $100,000. A pre-bid site visit may be scheduled with Keith Dunn @ (315) 330-3462. Offerors will meet him at his convenience. All responsive, responsible sources may submit a bid which, if timely received, shall be considered by this agency. To be eligible to receive contract award from a Department of Defense (DoD) agency after 01 Jun 98, offerors must be registered in the DoD Central Contractor Registration (CCR) Database. To register, access the CCR Homepage at: http://www.ccr2000.com. An Ombudsman has been appointed to hear significant concerns from bidders or potential bidders during the bid development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E J. Rena, 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Lt. Col Reid S. Lerum, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of bids or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. The Government reserves the right to cancel this solicitation either before or after the closing date. Funds are not presently available for this contract. See FAR Clause 52.232-18.
