- Description
- The Request for Information (RFI) process has demonstrated a minimum market interest in the privatization of the water and wastewater distribution systems at MARINE CORPS MOUNTAIN WARFARE TRAINING CENTER, BRIDGEPORT, CA AND COLEVILLE HOUSING COMPLEX, COLEVILLE, CA. It is the intent of the Government to re-evaluate current market interest in the privatization of the water and wastewater systems at these two facilities. OBJECTIVE: The objective of this Request for Interest (RFI) is to determine if there is interest to privatize the water and wastewater systems. If interest is found, the system(s) will be analyzed to determine if it is economically advantageous to the Government to privatize the system(s). It is envisioned that this transfer would include all responsibility for operation and maintenance (including all equipment, manpower, and overhead), repair and replacement, capital improvements to the system, obligation to provide adequate service, and related environmental compliance. BACKGROUND: The Marine Corps Mountain Warfare Training Center (MCMWTC) and its supporting housing complex, Coleville Housing Complex (CHC) are located in the Sierra Nevada Mountains near the towns of Bridgeport and Coleville, respectively. MCMWTC has approximately 300 permanent residents with up to an additional 1,000 personnel intermittently. CHC has approximately 500 year round residents. The MCMWTC property is owned by the Department of Agriculture and an agreement for the sale of utilities will need to be finalized before the sale can occur. SYSTEM DESCRIPTIONS: An inventory and description have been generated for the utility systems and their components. The inventory and description were based on available information in a short time period. No survey was done. If market interest is determined, it is the intent of the Government to perform a formal survey of the utility system(s). MCMWTC WATER: The potable water system consists of two-groundwater production wells, three storage tanks, a chlorinator facility, water mains, valves, water services and fire hydrants. There are approximately 19,850 feet of water main. The existing system is about 18 years old. Approximate water production is 4.3 million gal/year. The water system requires a Grade 2 certification. Operators of the system are required to be certified and regulated by the State of California. There is ongoing litigation regarding water rights in the Walker River Basin that may affect future water rights at MCMWTC. MCMWTC WASTEWATER: The wastewater system consists of about 15,500 feet of sewer main, laterals, a treatment plant, and a leach field system. Flow averages 4.3 million gal/year. The system is between 6 and 13 years old. The leach fields are 6 years old. The treatment plant is a computer operated Sequence Batch Reactor type plant that requires a Grade II certification from the State of California for the operators and a Grade III certification for the Chief Plant Operator. Operators of the wastewater system are required to be certified and regulated by the State of California. Both systems are operated and maintained by MCMWTC civilian personnel. CHC WATER: The potable water system consists of 5 groundwater production wells, 3 storage tanks, chlorinator facility, water mains, valves, and fire hydrants. There are about 2600 feet of PVC pipe. The average usage at CHC is 80 gallons per capita per day. The water system requires a Grade 2 certification. Operators of the system are required to be certified and regulated by the State of California. There is ongoing litigation regarding water rights in the Walker River Basin that may affect future water rights of CHC. CHC WASTEWATER: The system consists of about 2,100 feet of sewer mains, 100 laterals, manholes and a large leaching field. The leach field includes 4 septic tanks (with dousing chambers). The leach field consists of about 6,800 feet of leach line. The system has a permitted capacity of about 40,000 gal/day. The average daily flow is 26,000 gal/day. Operators of the wastewater system are required to be certified and regulated by the State of California. CHC owns both systems. The systems are owned by CHC, but operated and maintained by contracted personnel. APPROACH: The purpose of this RFI is to determine if there is interest in the ownership and operation of the water and wastewater systems located at MCMWTC and CHC. This RFI is one component of a process in the Department of the Navy's Utilities Privatization Plan intended to evaluate if it is economically advantageous to the Bases to privatize the utility systems. Should insufficient interest be identified for a privatization action, it is anticipated that no formal solicitation for proposals will be issued. Furthermore, if no interest is expressed by SEPTEMBER 4, 2001, for these water and wastewater systems, it is the intent of the Navy to pursue economic exemptions as allowed by the Defense Reform Initiative Directive (DRID) #49 for these systems. Statements of market interest, in the form of official correspondence on company letterhead, must be received at the following address by SEPTEMBER 4, 2001: Southwest Division, Naval Facilities Engineering Command, ATTN: Melissa Bookheimer (Code 5C02.MB), 937 North Harbor Drive, 3rd floor, San Diego, CA 92132. Adobe Acrobat PDF files of official statements of market interest may be e-mailed to bookheimerma@efdsw.navfac.navy.mil. Interested parties shall indicate in their Statement of Interest which water or wastewater system(s) they are expressing interest in (MCMWTC water, MCMWTC wastewater, CHC water, CHC wastewater or a combination thereof). Should there be interest in the system(s), a Request for Proposal will be issued on or about September 24, 2001 and the proposed solicitation will be unrestricted under the North American Industry Classification System (NAICS) codes of NAICS 221310 Water Supply and Irrigation Systems, with a size standard of $5 million, and NAICS 221320, Sewage Treatment Facilities, with a size standard of $5 million. The solicitation will be a competitive Request for Proposal using Best Value Source Selection contract procedures found in the Federal Acquisition Regulations Part 15. This solicitation will be open to all business concerns, including Cities and Municipalities. The entire solicitation will be released solely on the Naval Facilities Engineering Command electronic solicitation website, www.esol.navfac.navy.mil, (paper copies will not be available). All prospective Offerors are responsible for visiting the web-site frequently to obtain any amendments or other information pertaining to this solicitation. If issued, the solicitation package will be available for download as Zip files. Contractors must be registered in the Centralized Contractor Registration in order to receive a contract award from any DoD activity. Contractors may access the CCR at http://www.ccr2000.com/.***
