- Description
- The Broadcasting Board of Governors' International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA), has a requirement for a contractor to provide non-personal, specialized, "advisory and assistance" consultant services to the BBG in support of its new "Middle East Broadcasting Initiative (MEBI)". These specialized services include, but are not limited to, active participation in the BBG's development of an overall "MEBI Master Plan", identification and tradeoff analyses of 1) potential site locations for broadcasting MEBI programs; and 2) potential site location(s) for the BBG's establishment of a new Middle East Broadcasting Center (MEBC) to be used for implementing and administering the entire MEBI; development and implementation of MEBI "branding" and marketing strategies, identification of proposed audience research studies to be used in determining the content of MEBI programs, and the development and tradeoff analyses of proposed MEBC functional and organizational structures. An area of special consultative interest to the BBG is the strategy and methodology of applying U.S. commercial radio broadcasting techniques for reaching young Middle East audiences to the programs that the BBG is presently planning to broadcast to the Middle East (and perhaps to other related geographic areas), and of also identifying the best means of producing such Middle East regional and country-specific programming for this target audience. In accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements), the BBG intends to non-competitively procure the above-summarized, specialized, non-personal, "advisory and assistance" consultant services from Bert Kleinman Programming, Inc. (BKP), based on the unique capabilities of this firm, and the BBG's necessity to complete the above-listed and other related MEBI actions within such time to enable the BBG to meet its first-quarter 2002 target date to begin "live" broadcasting to the Middle East. BKP has recent pertinent experience in all of the above-listed MEBI activities, and/or similar activities, a comprehensive working knowledge of international broadcasting in the Middle East with emphasis on the young Middle East target audience, demonstrated success in performing previous work for the BBG and other broadcasters, and a national acclaim for BKP's development of widely successful broadcasting programs and techniques for young ethnic audiences. BKP has traveled extensively in the Middle East and has validated experience in dealing with both the commercial and governmental organizations whose authorization and support are necessary for the BBG to achieve its MEBI objectives in accordance with the above-stated target schedule. This public notice of intent to non-competitively procure the above-stated specialized consultant services from BKP is not a request for competitive price quotations or proposals. However, other firms or individuals may express to the Government their interest in and capability to perform the above-stated specialized consultant services. Any expressions or statements of such interest and capabilities must be in writing, and they must be received by the Contracting Officer at the below-listed facsimile machine number or Electronic-mail address by 3:00 p.m., EST, Wednesday, August 29, 2001 in order to be considered by the Government. Oral submissions of interest and capabilities will not be accepted by the Government. Any written information received from interested firms or individuals responding to this public notice will be considered by the Government.
