NASA/KSC plans to issue a Request for Quotation (RFQ) for a 96-Port Big Tangerine Package, P/N: BT-96. This package includes: BT Acquisition Software package, Qty 1; BT Server Software package, Qty 1; BT User Interface Client Software Package, Qty 1; Data Acquisition Unit (DAU), Qty 1; Master Media Interface Unit (MMIU), 24 port, RJ-45 Interface module, Qty 1; Slave media Interface Unit(SMIU), 24 port, RJ-45 interface module, Qty 3; External Signal Cable, 1 meter, Qty 1; External Power Cable, I meter, Qty 1; External Signal Cable Master, 3 meter, Qty 1; External Power Cable Master, 3 meter, Qty 1; Calibration Terminators, Qty 48; DAU Rack Mount Kit, Qty 1; MIU Rack Mount Kit, Qty 4; Carrying Handle (case), Qty 1; HW & SW Maintenance Support, 1 Year. The acquisition of this hardware is required for cable plant testing in production, development and operational set installations. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Vigilant Networks, LLC, 25 Burlington Mall Road Burlington, MA 01803, on a sole source basis. Market and technical analyses demonstrated that Vigilant Networks Big Tangerine are the only COTS product that meets all engineering requirements for the existing networks deployed in CLCS. The Vigilant Networks Big Tangerine has been successfully integrated into the existing network without adverse impact to either hardware or data transmission. Additional engineering, maintenance, and training costs will be incurred if Vigilant Networks Big Tangerine is not procured. In addition, the required items are required to ensure compatibility with existing hardware and software, and no other supplies or services will satisfy agency requirements in accordance to 10 U.S.C. 2304 (c) as implemented by FAR 6.302-1. The government intends to acquire a commercial item using FAR Part 12. Interested firms having the capabilities necessary to meet or exceed the stated requirements are requested to submit in writing to the identified point of contact, the appropriate documentation, literature, brochures, and references. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the time stated below, with or without the required information, will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
