Description
DESCRIPTION: The U.S. Army Tank-automotive and Armaments Command (TACOM) intends to award a sole source requirements contract to Cedarapids, Inc, 916 16th street NE, Cedarapids Iowa, to produce and field up to nine each Crushing, Screening, and Washing Plants. The period of performance will be five years. This proposed contract is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This "Notice of Intent" is not a request for competitive proposals, however, all proposals received within 45 calendar days after the date of publication of this synopsis will be considered by the Government. See Notes 22 and 26. DESCRIPTION OF REQUIREMENT: The Crushing, Screening, and Washing Plant (CSWP), 150 Tons Per Hour Purchase Description, PD 3820-0089(A) Dated 9 Feb 1994, Revised 28 Feb 01 is a commercial portable type plant with unique military modifications, listed below, used by engineer construction units. Each unit is capable of independent operation or combined operation to meet the production needs of either base stone or washed stone, concrete aggregate, or asphalt aggregate from quarry stone. Either military or commercial truck tractor can transport each component of the CSWP. The CSWP consists of the following semi/trailer mounted, diesel engine/electric motor driven components: 1 primary jaw crushing unit 1 surge bin unit 1 secondary cone crushing and screening unit 1 tertiary cone crushing unit 1 washing and screening unit 1 dolly converter unit 1 water pump 3 generator units 10 production conveyors Army unique transportability requirements: Minimum 14 inches ground clearance and maximum height of 13.6 feet coupled with military tractors and commercial tractors. 1. Brakes and lighting in accordance with DOT requirements for all main units. 2. Lifting and tiedown points in accordance with military standard MIL-STD-209. 3. Interchangeable kingpin and spacer on trailers for interface between military tractors and commercial trailers. 4. Tow bars and pintles on all cart trailers. 5. Dolly converter for on-site movement of main components. 6. Hydraulic power jacks for plant set-up and tear down 7. Design single lift for removable modules for transport. 8. Includes spreader bars for modular component removal and replacement. 9. All components are semi-trailer or trailer mounted. 10. Single pivot running gear to maintain 20,000 lb. Maximum per rear axle at varying kingpin heights for all 50 states. Army unique operational requirements: 1. Individual units operate independently, in tandem, or in combination. 2. Individual operator control platforms on each main unit. 3. Extended exhaust stacks. 4. Chocks for all wheeled components. 5. Generator sets modified to meet military power and transport requirements. 6. Engine modifications to meet military commonality of parts and use of military fuel (JP-8) and lubes. 7. Primary jaw and secondary cone sized for military use. 8. A dust suppression system for all transition and drop points for the complete plant operation or independent main unit operation. 9. Wash water supply pump and 200 feet of flexible hose. 10. Military 24/12 volt electrical system. 11. Extended fuel filler neck on all fuel tanks to accommodate wider military nozzles. 12. Batteries sized physically and power-matched to meet Army requirements. 13. Power cables capable of being buried. 14. Additional safety concerns including belt and motor guards and wiring end caps. 15. Military Rifle stowage racks. 16. Decontamination brackets. 17. 5th through 95th percentile for human factor requirements. This includes ladder access, stowage access, and weights of storable piece parts. 18. Tool boxes on all components. 19. Internal and external power capabilities (generator sets and utility power pole requirements). 20. Meet Army's noise requirements (85db(A)). 21. NATO Slave receptacle for diesel engine starting and hydraulic power jacking. 22. Surge Bin unit, unique for Army use only. 23. Electrical interlocking and starting sequence for the complete plant system operation or independent and stand alone main unit operation. 24. Lockable vandal covers for all electrical control stations. 25. Military steel placards including lubrication, warranty, caution, warning, contract data, shipping, instructions, and dimensional silhouette. 26. Fire extinguishers on all components. 27. Special military markings. 28. Engine enclosures. 29. Military operation in temperatures of 25 (dry operations) to + 125 degrees. 30. Military three-piece ground rods for all components. 31. All hydraulic systems use military engine oil.
