- NOTICE OF INTENT TO SOLE SOURCE ? The National Institute for Occupational Safety and Health (NIOSH) in Morgantown, WV is interested in having customization of a patented motion measurement technology, ShapeTape, which would allow NIOSH the capability to measure the dynamic locations of the head, shoulders, elbows, and wrist of an individual performing physical work To meet our measurement needs within the applied research context of assessment undertaken in actual field working environments, some modification and/or customization of the upper extremity hardware and software will be needed to accomplish the following goals: 1) accommodate anthropometric data input; 2) modification to permit field measurements; and, 3) compatibility with possible future project entailing lower limb activities. In addition to tailored development of upper-body movement measurements, the same contractor will also be used to develop price estimates of various versions (?models?) of proposed integrated sets of motion monitoring instrumentation predicated on their assessment of the envisioned state-of-the-art of instrumentation capabilities and manufacturing capabilities by calendar year 2005. The Government intends to negotiate on a sole-source basis with Measurand, Inc., Fredericton, NB Canada because they are presently the sole source of motion-measurement technologies that are compatible with the monitoring of the motion of human limbs during the execution of physical work in large, unstructured work-volume applications (e.g., multi-story warehouses), while remaining impervious to environmental variations in noise, light, and proximity to ferromagnetic masses. Their unique, patented technology has been identified by?and is being used by?NASA principals to establish a collaborative research program to pursue common goals relating to the monitoring and assessment of human motion during the performance of work activities. By using this technology, NIOSH will be able to more effectively relate our research efforts and progress to NASA?s and thus be better-able to act synergistically to realize shared goals.
