Description
The Regional Services Center Budapest, on behalf of the United States Agency for International Development (USAID) Mission in Bulgaria, intends to issue a Request for Proposals (RFP) to solicit proposals for a three-year, with an option to extend for another two years, anti-corruption activity to enhance transparency and accountability of government and promote stability, economic prosperity, rule of law and the consolidation of democratic processes. The program approach is to improve accountability mechanisms and the investigative capacity of government institutions, and to support NGOs and citizen action groups in their ability to participate in and oversee government activities in order to reduce the pre-conditions for corruption. The program has two main objectives. The first objective is to increase transparency and reduce pre-conditions for corruption in public administration by providing technical assistance and support to the Government of Bulgaria's anti-corruption efforts, particularly those of the National Audit Office of the Council of Ministers. The second objective is to strengthen non-governmental mechanisms to fight corruption by fostering civil society participation, promoting anti-corruption practices and raising public awareness through a public-private partnership. This objective should be pursued in partnership with Coalition 2000, an initiative of a number of Bulgarian non-governmental organizations aimed at combating corruption through a process of cooperation with governmental institutions, media and the private sector. The activities described herein are part of the USAID/Bulgaria Mission's Strategic Objective 2.1 of Increased, Better-Informed Citizens' Participation in Public Policy Decision-Making. The RFP, when issued, will provide the final information on the closing date. USAID intends to release the RFP on or about August 31, 2001. The preferred method of distribution of USAID Acquisition and Assistance (A&A) information is via the Internet. (By exception, USAID can provide the solicitation on a 3.5" floppy disk (Microsoft 97 format), via e-mail, or in hard copy.) This CBD Notice can be viewed and downloaded using the Agency Web Site. The solicitation, once issued, can be downloaded from the Agency web site. You are encouraged to access the solicitation via the Internet as this eliminates possible delays associated with mailing, in general, and particularly from overseas Missions. The USAID Worldwide Web address is http://www.usaid.gov. Select "Business and Procurement" from the home page, then "USAID Procurements". On the following screen, select "Download Available USAID Solicitations". Here you will see a list of all new solicitations. You must confirm in writing to the contact person noted above that, you have received this solicitation through the Internet. USAID bears no responsibility for data errors resulting from transmission or conversion processes.
