- Description
- The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to the Applied Technology Council (ATC), 555 Twin Dolphin Drive, Redwood City, California 94065, under the authority of=20 FAR 13.106-1(b). ATC will support the work of a joint agency program, which includes NIST, FEMA, NSF, and USGS, in the development of an industry "Roadmap" that will support an expanded-level of problem-focused research and development in earthquake engineering. ATC, a non-profit organization, is uniquely qualified for this project. It develops a wide range of resource documents for use by industry in the area of earthquake and wind engineering. ATC has produced many pioneering documents in earthquake engineering which have been used as the basis for the development of U.S. seismic design codes and standards used in industry practice. ATC work is conducted by a group of highly qualified consulting professionals in earthquake engineering, incorporating the experience of many nationally and internationally recognized individuals from professional practice, research, and academia, many of whom are members of the National Academy of Engineering. Such highly qualified individuals in earthquake engineering are not available from any other single organization. For these reasons, ATC is the only organization qualified to provide the services required for this project. This is not a request for competitive proposals. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.=20
