- NASA/GRC plans to issue a Request for Quotation (RFQ) for: QTY 1 -- EACH ITEM 1. Accelerating Rate Calorimeter; battery safety w/cabinet (LSU, HUS, PSU, and Fan Unit), Cables and Connectors, PC Computer, Software for system control, Virtual Instrument, Data Analysis (ARCCAL), Operations and Technical Manaual, Spares and Consumables. 2. Battery Safety Testing Kit Electrical Pressure through tube assembly 6 Open and 6 Closed Battery Cell Holders; 30 pairs PTFE Leads 3. Fume Extraction System 4. Network Card 5. Recommended Spares and Consumables This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from: William B. Tabler Company, 840 Scott Street, Covington, KY 41011 Research and development conducted by NASA-GRC has lead to the development of aerospace lithium-ion cells. The new battery cell designs need to be tested in a calorimeter to quantify the thermal stability of the electrochemical cell and materials under various operating and abuse conditions. The accelerating rate calorimeter is the most widely used and respected adiabatic calorimeter in the world and provides a quantitative analysis of the temperature and pressure generation for a process. William B. Tabler Company is currently the only US distributor of adaiabatic calorimeter proprietary software and thermally sensitive claorimeter that meets NASA GRC technical needs. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C 2304 (c)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Monday, August 20, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
