- Description
- The Government is seeking potential sources interested in the privatization of the of the U. S. Army owned Potable Water Treatment and Distribution System and Wastewater Treatment and Collection System located in Fort A. P. Hill, VA. Privatization is defined as the transfer of ownership, responsibility, investments, upgrades, plant replacement, continued operation and maintenance of the Army-owned system to the non-Department of Defense sector. The scope of this initiative involves the purchase, ownership, maintenance and operation of: POTABLE WATER TREATMENT AND DISTRIBUTION SYSTEM: Fort AP Hill currently owns and operates its own potable water supply, treatment and distribution system for 76,000 acres. This system is not connected to the Town of Bowling Green's potable water distribution facilities, which is the closest municipally owned water system to the Installation. (There is no other municipal, county or private potable water or wastewater systems within reasonable proximity to the Post.) The potable water utility system consists of 31 wells, 20 water tanks, 44.3 miles of water mains, 432 main values, 27 air release valves, 4 booster pump stations, 4 re-circulating pumps and 183 water hydrants. The Post's 233,740 feet of water pipes range in size from 2 to 24 inches. There are 31 active wells, which have a combined flow of 3,713 gallons per minute. The 20 water tanks have a combined capacity of 2.1 MG. WASTEWATER TREATMENT AND COLLECTION SYSTEM: Fort AP Hill currently owns and operates its own wastewater treatment and collection systems for 76,000 acres that serve a fluctuating transient population. These systems are not connected to the Town of Bowling Green's wastewater utility facilities, which is the closest municipally owned water system to the Installation. The remote wastewater utility systems consists of 26 lift stations, 4 lift stations with emergency holding basins, a .53 MGD activated sludge treatment plant, a spray irrigation system with 2 treatment lagoons, 401 manholes, 55 air release valves, 38.75 miles of underground mains and pipes, approximately 70 septic tank drain field systems and 122 pit latrines. The Post's 204,602 feet of wastewater collection mains and pipes range in size from less than 4 inches to 12 inches. Also included is a closed-looped central vehicle wash facility that consists of 8 wash stations, 2 vehicle baths, a primary settling basin, secondary settling basin, finished water basin, and pump station. RESPONSE: Respondents are requested to submit letters of interest for this potential acquisition to Godfrey Smith, Contract Specialist by 10 September 2001. Letters of interest shall include a brief company profile and experience statement demonstrating experience in owning/operating/maintaining these types of utility systems. Maximum length of response letters is 10 pages. Responses by E-mail are acceptable. No phone calls or faxes accepted.
