Description
The IRS is looking to partner with a full-service communications and marketing agency for the strategic planning, concepts development and execution of the IRS's communications, marketing, information and corporate identity program commencing in early 2002. Since Congress passed the Revenue Restructuring and Reform Act of 1998, the IRS has been modernizing itself into a customer-focused organization. The IRS's new direction is demonstrated in its strategic plan, "Modernizing America's Tax Agency", (http://www.irs.gov/welcome/modern2.html) reflecting a new mission statement, goals, measurement systems, organizational structure, and implementation of new taxpayer rights. With this foundation in place, the IRS is concentrating on improving the way it accomplishes its new mission and goals. Becoming a customer-centered organization requires that the IRS understands and solves problems from the customer's point of view. The IRS has organized into business and functional operating divisions based around four customer groups. Each of the business operating divisions has end-to-end responsibility for serving its customer base. The agency and the IRS will work together to develop creative communications solutions that advance the IRS's goals. Ideas must be based on solid analyses of the IRS's customers, stakeholders and the IRS's business goals and culture. The communications should not be limited to traditional media. All methods of contact with the public and employees should be considered. The prime contractor needs to have extensive experience in managing multi-tasked multimedia projects, and performing under contracts with performance-based standards and metrics. The estimated amount of this requirement over five years is $80M to $100M. The resultant solicitation will contain a subcontracting plan requirement with goals for subcontracting with small, HUBZone small, small disadvantaged, women-owned, and veteran-owned small business concerns. This pre-solicitation notice is issued under FAR 15.202, Advisory Multi-step Process. This notice invites potential offerors to review the above general description of work and submit information about their qualifications. The IRS will evaluate all responses in accordance with the criteria in this notice and advise the interested firms of their viability in meeting the IRS's needs. Notwithstanding the advice provided by the IRS, offerors may still participate in the resultant acquisition. Qualification packages must be submitted by the potential prime offeror. It should include any team arrangement input with respect to potential subcontractors. Firms responding to this Pre-Solicitation Notice are advised that the information and instructions for submitting Qualifications Information are fully contained in this Pre-Solicitation Notice. Invitation to Submit Qualification Information Qualification packages shall include the following information. Information beyond that requested is neither desired, nor will it be considered in the assessment. An original and three copies shall be submitted to: IRS ATTN: Beverly Cox, A:P:O:S, 7th Flr 6009 Oxon Hill Road Oxon Hill, MD 20745 Submissions are due no later than 2:00 PM EST August 27, 2001 The response should include respondent's point of contact information. Competition sensitive data may be provided and should be marked to indicate it is a "Competition-Sensitive Qualification Package": a. Identify a maximum of five prime contract efforts of similar size, scope, and complexity as the IRS multimedia requirement that you performed within the last 5 years. For each identified project, provide: A summary of the work performed, period of performance, purpose and use of subcontractors. Include the contract type, and contract value for each project given. Each project summary shall not exceed two pages in length in a 12 point font and 8 1/2" by 11" page size. Also include a completed Relevant Experience form at http://www.procurement.irs.treas.gov/tirno00027/relevantexperienceform.d oc (MS Word Document). The identified projects may be with federal, commercial or other customers. Size, scope, and complexity are broadly defined as follows: 1. Size: Approximately $15M to $20M/yr in project services 2. Scope: The wide range of multimedia services (e.g., strategic planning, corporate identity, account management and planning, market research, performance measures or metrics, internal communications, creative development, film, broadcast and print production, interactive marketing/ development, strategic alliances, public relations, direct marketing, media research, planning & buying.) 3. Complexity: Meeting marketing, communications and information goals. Developing a corporate strategic communications plan, assisting multiple customers with communication planning, developing standards and guidelines, developing and maintaining a corporate identity, identifying best marketing practices, developing and implementing marketing and communications campaigns for a large entity and for smaller components within the entity. Planning and execution of campaigns and the design and production of a single communications product. b. Provide the metrics or performance standards that are or have been applied to the identified projects. The metrics or standards should be specific and show the target performance levels that are required under the contract/project.=20 Instructions: For each project provided as a reference, respondents will complete the Relevancy Experience Form at http://www.procurement.irs.treas.gov/tirno00027/relevantexperienceform.d oc (MS Word Document) Evaluation Criteria: The information received will not be numerically scored. The Government will evaluate the submitted qualification packages based on the following criteria: Past Experience with Projects of Similar Size, Scope and Complexity -- The Government will examine the projects identified in the qualification package to determine the extent of respondent's experience over the past five years on projects of similar size, scope and complexity. Respondents with significant experience with projects of similar size, scope and complexity will be deemed viable in this area. Quality of Service Level/Performance Metrics -- The type and nature of the identified performance metrics will be examined. Respondents operating under metrics that address the underlying mission objectives of the client will be deemed viable in this area.
